Call To Order City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, reviewed items that were added to the South Dakota Municipal League 2016 Statement of Policy. 3. City Council Open Discussion Council Member Christine M. Erickson provided an update on last week's Public Services Committee meeting. She said they discussed food trucks and potential restrictions on cell phone handheld devices. Erickson said that she and staff met with Regan Smith, Emergency Management, regarding Emergency Management response. The discussion focused on a way to get emergency information to the public, possibly in the form of an app. Additional research is needed. This item will be brought to the Public Services Committee in the next few months. Discussion followed. Council Member Greg Jamison spoke about adaptive traffic signals and two potential amendments to the 2016-2020 Capital Program Plan. Anderson spoke about a letter, which Council Members received, regarding platting fees. The fees will be discussed at a future Land Use Committee or Informational meeting. 4. Presentations  A. Election Ordinance Update by Lorie Hogstad, CMC, City Clerk; and Dave Pfeifle, City Attorney Lorie Hogstad, CMC, City Clerk, presented a PowerPoint presentation regarding proposed amendments to Chapter 38: Elections. She also reviewed the City Charter rules and South Dakota Codified Law regarding elections. Discussion followed. Dave Pfeifle, City Attorney, provided additional information. B. Summer Youth Transit Pilot Program Report by Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Sam Trebilcock, Transportation/Transit Planner Jim David began the presentation by providing background on the program. Sam Trebilcock, Transit Planner, presented the PowerPoint presentation, which included slides on: Dog Tag Pass Provided; Dog Tag Riders by Year; Dog Tag Ridership 2014 vs. 2015; Dog Tag Program - What worked well and what could be improved. Discussion followed. C. Internal Audit Report #15-04 for Transit by Rich Oksol, Internal Audit Manager Rich Oksol, Internal Audit Manager, introduced the new Internal Auditor, Ashley Stroschein. Next, he presented the Transit audit report. Oksol reviewed the objectives, conclusion and recommendations. Discussion followed. Eric Meyerson, Sioux Area Metro General Manager, answered questions regarding Paratransit buses. Discussion followed. Discussion was held regarding increasing bus fares by 50 cents. The Public Transit Authority Board would have to review the potential increase, before the City Council would consider it. D. Update on Minnesota Clerks & Finance Officers Association Advance Academy by Tamara Jorgensen, MMC, Assistant City Clerk Tamara Jorgensen, MMC, Assistant City Clerk, provided an update to the City Council regarding an educational seminar she recently attended in Bemidji, Minn. She also thanked them for the educational and networking opportunities. 5. Adjournment City Council Chair Kenny Anderson Jr. adjourned the meeting at 5:29 p.m. Denise D.
