MINUTES Tuesday, October 27, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Michelle Erpenbach, Christine M. Erickson, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Lorie Hogstad, CMC, City Clerk; Denise Tucker, CMC, Assistant City Clerk; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Land Use Committee A. Meeting of Monday, October 19, 2015 Committee Chair Rick Kiley stated the committee reviewed the ordinances regarding single serve alcohol and peddlers. 3. City Council Open Discussion Anderson Jr. spoke regarding the vote taken at the October 19, 2015, City Council meeting regarding the cellphone hands free ordinance. He would like to bring this item forward to a citizens’ advisory vote. Discussion followed. Council Member Rick Kiley stated he would like to see this item returned to a future City Council meeting for discussion. He gave several examples of his own experiences with distracted drivers. Discussion followed. Council Member Dean Karsky thanked Council Member Michelle Erpenbach for her hard work on this topic. He spoke regarding the ongoing conversations and correspondence that have transpired outside of the Council Chambers. Karsky cited studies that have been conducted by the National Safety Council and by AAA which state that statistics do not show an increase in safety by having this kind of a ban. Indoor Aquatics Center Project Update by the Administration  Don Kearney, Director of Parks and Recreation, reviewed the following PowerPoint slides: Project Goals, Construction Progress Report, What to Expect This Winter, Neighborhood/Public Engagement, Live Construction Webcam, and Project Timeline. Tom Huber, Assistant Director of Finance, reviewed the following PowerPoint slide: Financial Summary - as of September 30, 2015. Discussion followed. B. Public Parking System Financial Analysis by Matt Nelson, Public Parking Facilities Manager; and Phil Baron, Walker Parking Professional Matt Nelson, Public Parking Facilities Manager, reviewed the following PowerPoint slides: Mission of Public Parking Division, Previous Rate Adjustments, Systems Adjustments. Phil Baron, Walker Parking Professional, reviewed the following PowerPoint slides: Project Overview, Approach, Comparative Rate Analysis, Comparative Municipal Overtime Parking Citation Rate, Current Pricing Schedule, Proposed Monthly Pricing Schedule, Pricing Impact Analysis, and Conclusions. Nelson provided closing remarks and reviewed the "What to Expect Next" slide. Discussion followed. C. Proposed Bump Back Ordinance by Rex Rolfing, City Councilor Council Member Rex Rolfing reviewed the following PowerPoint Slides: Application to Appointive Officers, Proposed Changes, Benefits to Proposal, and Benefits to Status Quo. Discussion followed. Anderson Jr. reminded the audience that the City Council Meeting next week will occur on Monday, November 2, 2015. This meeting was moved from the original Tuesday night schedule to accommodate City Council Member’s attendance at the National League of Cities. D. September Monthly Report by Tracy Turbak, Director of Finance Tom Huber, Assistant Director of Finance, reviewed the following PowerPoint Slides: Sioux Falls MSA Unemployment, Building Permits YTD Permit Valuations, Sales Tax Collections w/out Audits Cumulative 12 Month Rolling Growth Rate, Entertainment Tax Collections w/out Audits Cumulative 12 Month Rolling Growth Rate, and Revenue and Expense YTD.
