MINUTES Monday, November 2, 2015 Informational Meeting 4:02 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Greg Jamison and Mike T. Huether Staff Present: Lorie Hogstad, CMC, City Clerk; Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4:02 p.m. 2. City Council Open Discussion Council Member Michelle Erpenbach stated she serves on the Homeless Advisory Board on behalf of the City. During a meeting today they discussed the free bus program adopted by the City Council this summer. They learned at the meeting that by giving free bus passes for the veterans, this opened up another 6,000 free bus rides for people in need in this community. The Pass It On Program administered by Stacey Tieszen, Homeless Advisory Board Coordinator, gives out about 40,000 free passes per year for a one-way bus ride. Council Member Dean Karsky said that Council Member Kermit L. Staggers is celebrating his birthday today. Karsky stated that representatives from St. Joseph, Missouri, including City Council members, the Mayor, Chamber members, and representatives from their Economic Development team, were in Sioux Falls last week. Karsky was asked to serve on a round table discussion panel and appreciated the opportunity to participate. He added that representatives from Billings, Montana, came to Sioux Falls about a year ago for the same thing. Sioux Falls is recognized nationally as a "good thing going" particularly for collaboration between City government and private enterprise. Council Member Rex Rolfing said the City Council is working to get together with officials from Rapid City, South Dakota, to talk about different issues that both cities deal with and come up with solutions. Council Member Kenny Anderson Jr. participated in a five-hour ride-along today with Paramedics Plus. Anderson Jr. thought they did a great job. He is going to bring up an issue with their GIS/GPS system to the REMSA Board as far as finding the quickest route to a call. Council Member Christine M. Erickson has not had an opportunity yet to do the ride- along, but has had several conversations with Paramedics Plus. The company is focusing on training for both new and existing staff to ensure quick access to the Events Center, for one, and the City parks. In addition, they will be focusing on educating the public as to their response times and the reason they are parked at different locations throughout Sioux Falls. It is important for the community to understand that they are parked around town and have quicker access in times of need. Council Member Rick Kiley stated that November 1st marked the beginning of "No Shave November." This is an event to raise cancer awareness and funding for cancer research, prevention, and education. There is a proclamation on the meeting tonight marking November as Pancreatic Cancer Awareness Month. November is also Bone Cancer Awareness Month. Kiley invited his colleagues, men and women alike, to participate in this event or to contribute to this cause. 3. Presentations A. 2015 International Code Adoptions Including the Building Code, Residential Code, Existing Building Code, Mechanical Code, Fuel Gas Code, and Property Maintenance Code by Ron Bell, Chief Building Services Official Ron Bell, Chief Building Services Official, presented information on the various code updates. These codes are adopted on a three-year cycle. In addition, representatives from the Home Builders Association of the Sioux Empire addressed these revisions. The representatives were Culley Lebert, 2015 HBASE President, and Paul Nelson, Nelson Construction. These ordinance revisions are proposed to be brought before the City Council in December.
