MINUTES Tuesday, November 10, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing Members Absent: Kermit L. Staggers and Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Dave Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Committee Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Rex Rolfing spoke about Council Members attending the regarding the National League of Cities Conference last week in Nashville, TN. An update will be provided at a future Informational Meeting. Council Member Greg Jamison spoke regarding the topic of boulevards coming up on a future meeting. He would like to have an open discussion at a future Land Use Meeting to give citizens an opportunity to add their comments and concerns. Then, a month later, have the language drafted to include their comments and thoughts for the Land Use Committee to review again. Council Member Michelle Erpenbach added information she has received from some citizens is that they do not understand their existing boulevards are illegal now. She stated the Council wants to come up with ordinance amendments to make some versions of that legal. Erpenbach added that public input during committee meetings may not work due to the timeline for the committee meetings. She suggested holding the meeting at a different time so that the public can be available for that conversation. Erpenbach suggested having a meeting on a Tuesday night when we do not have other scheduled meetings. Council Member Dean Karsky reminded the Council of the past Urban Agriculture meetings, which was an ad-hoc committee under the Land Use Committee. Urban Ag included representatives of the community. He suggested this process may work in this example. Council Member Rick Kiley spoke about bringing this forward to a future Land Use Committee, possibly in January, 2016. He also noted the need for public input on this  topic. Anderson Jr. stated he is in support of moving this item outside of the Council Chambers for discussion with the public. He is not against having a couple of small meetings to obtain public testimony. 4:04 p.m. Council Member Kermit L. Staggers arrived at the meeting at this time. 3. Presentations A. Shape Places by Mike Cooper, Director of Planning and Building Services Mike Cooper, Director of Planning and Building Services, was joined by Shawna Goldammer, Zoning Enforcement Manager, for this discussion. Cooper discussed the following topics: Approving Shape Places and the referendum process; the number of rezoning items approved before and after the implementation of Shape Places; and three record years of building construction.
