MINUTES Tuesday, November 17, 2015 Informational Meeting 4:01 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Greg Jamison, Dean Karsky, Rick Kiley, and Rex Rolfing Members Absent: Michelle Erpenbach, Kermit L. Staggers and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Lorie Hogstad, CMC, City Clerk; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Kenny Anderson Jr. called the meeting to order at 4:01 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, spoke about changes to the City Council's provisional resolution regarding Legislative Priorities for the 2016 State Legislative Session. He also addressed potential House Bills for the upcoming Legislative Session. David said the goal is to present the Legislative Priorities Resolution, to the City Council, in December. Discussion followed. 3. Public Services Committee A. Meeting of Tuesday, November 10, 2015 Committee Chair Christine M. Erickson said the committee discussed access roads, regarding subdivisions. 4. City Council Open Discussion There was none. 5. Presentations A. Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Finance Director, presented a PowerPoint presentation for the  October Monthly Financial Report. Item topics included: Sioux Falls MSA Unemployment; Building Permits, YTD Permit Valuations; Sales Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD. Discussion followed. Council Member Michelle Erpenbach arrived at 4:17 p.m. Anderson announced that the Tuesday, November 24, 2015, Informational Meeting has been cancelled due to the Thanksgiving holiday; and the Joint Minnehaha County and Lincoln County meetings, scheduled for the same day, have been cancelled due to no agenda items. B. Multi-Cultural Center of Sioux Falls Update by Christy Nicolaisen, Executive Director of the Multi-Cultural Center Christy Nicolaisen, Executive Director, provided highlights from the last month at the center; and discussed some of their struggles. Discussion followed. C. Conscious Youth Solutions (CYS) Feasibility Study Report by Moses Tut, Founder and Director; Malik Glass, Secretary; and KaRee'Bo Adams, Director of Operations Moses Tut, Executive Director and President, said that Conscious Youth Solutions is a research and development council designed to empower youth. Their focus is on 18 to 25 year-olds. Tut reviewed the Feasibility Study that was conducted. A video was shown regarding CYS. Tolcha Mesele, Vice President, presented and discussed the following PowerPoint slides: the Mission Statement and their goal to Advocate on Behalf of Youth. Malik Glass, Treasurer, discussed the goals to Enhance Personal and Professional Skills. He also reviewed the slides regarding the Steps of Engagement to Our Services; and to Foster Entrepreneurship. Tut discussed the slides regarding the CYS Feasibility Study statistics. Discussion followed. Anderson asked Tut to speak about a new African/African American group called Establishing Sustainable Connections (ESC). 6.
