Informational Meeting 4 PM at Carnegie Town Hall

Members Present: Kenny Anderson Jr., Christine M. Erickson, Greg Jamison, Dean Karsky,
Rick Kiley, and Rex Rolfing
Members Absent: Michelle Erpenbach, Kermit L. Staggers, and Mike T. Huether

1. Call To Order
City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
2. Land Use Committee
A. Meeting of Tuesday, November 17, 2015
Committee Chair Rick Kiley provided an update. The committee discussed social
media and bed and breakfast establishments; and multi-family housing land uses.
3. Urbanized Development Commission (UDC)
A. Meeting of Thursday, November 19, 2015
Vice Chair Rex Rolfing reported on the November 19, 2015, UDC meeting. The
commission elected officers for 2016. They approved: the final draft of the Go
Sioux Falls 2040 Long-Range Transportation Plan, the 2016 Unified Planning
Work Program Amendment #2016-01, the 2016-2019 Transportation
Improvements Program Revision #16-001, the Citizens Advisory Committee
Member Appointments for 2016-2018 and the Bylaws Revision Concurrence, and
the Technical Advisory Committee Member Appointment and Bylaws
Revision Concurrence. Information was provided to the commission on: the 2015
Unified Planning Work Program Transfer #2015-01, the 2016-2019
Transportation Improvements Program Amendment #16-001, and the Drive to
Help Volunteer Driver Recruitment and Training Program.
4. City Council Open Discussion
Rolfing asked Council Members to submit any agenda items they would like
discussed at the January meeting, in Oacoma, with the Rapid City Council.
Kiley said that he and Council Member Greg Jamison are still sporting their No
Shave November beards. The purpose of the beards is to raise awareness of
cancer.
5. Presentations
A. Paramedics Plus - Six Month Update by Jill Franken, Public Health
Director; Mike Bureau, Paramedics Plus Chief Operating Officer; and Mark
Postma, Vice President of Paramedics Plus
Jill Franken, Public Health Director, introduced the speakers for today's
presentation. She said things have been going well, from her perspective, with the
transition to Paramedics Plus. Franken thanked the Council Members who have
participated in the ambulance ride-alongs. She encouraged those who haven't, to
do so. Franken also introduced the REMSA members in the audience.
Council Member Michelle Erpenbach arrived at 4:09 p.m.
Mike Bureau, COO of Paramedics Plus, led the presentation. In the PowerPoint
presentation, he reviewed the following slides: City of Sioux Falls Compliance
Standards, Sioux Falls Compliance All Priorities, Sioux Falls Volume, the Heat
Map for Sioux Falls, Patient Satisfaction, and Patient Satisfaction Surveys.
Mark Postma, Vice President of Paramedics Plus, spoke about deliverables. He
reviewed the PowerPoint slide regarding Deliverables Fleet.
Bureau discussed the PowerPoint slides regarding: Deliverables Training and
Education, Deliverable Employees, Metro Communications, and System
Deliverables. Discussion followed.
Council Member Kermit L. Staggers arrived at 4:39 p.m.
B. Flood Insurance Rate Maps by Jeff Schmitt, Chief Planning and Zoning
Official
Jeff Schmitt, Chief Planning and Zoning Official, provided an update on the
Floodplain map. He said these are changes from the July meeting, regarding
updates to the southwest part of Sioux Falls.
Sean McNabb, with FEMA Region VII, led the PowerPoint presentation. He
discussed the following slides: Southwest Sioux Falls Base Flood Elevation Study,
Floodplain Mapping Project, Project Area, Revised Floodplain Mapping,
Floodplain Management, Appeal/Comment Process, Remaining Project Schedule,
Responsibilities at the Community Level, and the National Flood Insurance
Program. Discussion followed.
C. Growing Resilient Campaign by Dean Lanier, Fire Marshall; and Tony Burke,
Red Cross Executive Director
Dean Lanier, Fire Marshal, gave a PowerPoint presentation on the Growing
Resilient program. He provided an overview of the program, which began in 2011,
and is designed to help homeowners focus on fire safety and weather
preparedness. Lanier discussed the key program objectives; the multi-agency
approach, and the program support needed. Discussion followed.
6. Adjournment
Council Chair Kenny Anderson Jr. adjourned the meeting at 5:36 p.m.
