Informational Meeting 4 PM at Carnegie Town Hall
Sioux Falls City Council 235 West Tenth Street
Members Present: Kenny Anderson Jr., Christine M. Erickson, Greg Jamison, Rick Kiley, Rex
Rolfing, and Kermit L. Staggers
Members Absent: Michelle Erpenbach, Dean Karsky, and Mike T. Huether
Staff Present: Denise D. Tucker, MMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk;
Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol,
Internal Audit Manager
1. Call To Order
City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
Item 3A was heard at this time. See item for information.
2. City Council Open Discussion
Council Member Rick Kiley said the Land Use Committee will be discussing
boulevards at their meeting next week. Public input will be taken right away. The
committee will continue discussing boulevards at their January meeting. Council
Member Greg Jamison said public input on the subject is welcome at any time.
3. Presentations
A. Municipal Election Handbook and Campaign Finance Reporting Requirements by
Lorie Hogstad, CMC, City Clerk
Lorie Hogstad, City Clerk, provided a PowerPoint presentation on a new
2016 Election Handbook and Campaign Finance Reporting. She presented an
overview of what is in the handbook. Hogstad touched on the following items:
Candidate Election Calendar; Frequently Asked Questions; Campaign Signs;
Assemblies, Parades, and Processions; Campaign Finance Report Guidelines;
Filing Deadlines; Circulating Nominating Petitions; Districts and Precinct Map;
and Statement of Organization.
B. 2015 National Arts and Humanities Youth Program Award by Chofian (JuJu)
Abokbar, Lincoln High School student
Larry Toll, Co-President of the Washington Pavilion of Arts and Science,
introduced Rose Ann Hofland, Director of the Pavilion's Community Learning
Center.
Hofland said she and Chofian (JuJu) Abokbar were honored to represent the
Pavilion and to receive the award. She presented background on the national
program and the afterschool program. Hofland presented a brief biography of
Abokbar.
Abokbar spoke about her involvement in the Pavilion's afterschool program and
how it has influenced her life. Discussion followed.
C. Lease with Stockyard's Plaza Inc. by Don Kearney, Director of Parks and
Recreation; Mike Patton, Park Development Specialist; Jim Woster and Susan
Randall, Stockyard's Plaza Inc. Board Members
Don Kearney, Director of Parks and Recreation, began his presentation by
introducing people in the audience who had worked on the agreement. He
presented the PowerPoint presentation, which focused on: Stockyard Ag
Experience - Goals; Proposed Lease; City of Sioux Falls Responsibilities;
Stockyards Plaza Inc. Responsibilities; Horse Barn Renovation - Project
Improvements; Stockyards Ag Experience - Upper Level; Stockyards Ag
Experience - Lower Level; Stockyards Ag Experience - Exhibits; Stockyards Ag
Experience - Interactive Pieces; and Timeline. Discussion followed.
Jim Woster, Stockyard's Plaza Inc. Board Member, provided a brief history
of John Morrell and the stockyards.
Susan Randall, Stockyard's Plaza Inc. Board Member, spoke about the building
and space need, operating expense, and seeking candidates for the executive
director position. Discussion followed.
D. American Dream Coalition Conference Report by City Council Member Kermit L.
Staggers
Council Member Kermit Staggers gave a PowerPoint presentation on his
attendance at the November 2015 American Dream Conference in Austin, Texas.
The conference included experts in housing, land use, transportation, and
grassroots organizing. The conference was focused on smart growth, new
urbanism, rail transit, and traffic calming. Discussion followed.
4. Executive Session
A. Personnel matters pursuant to SDCL 1-25-2(1)
A motion made by Rex Rolfing and seconded by Christine M. Erickson to enter
Executive Session at 5:02 p.m. to discuss personnel matters pursuant to SDCL 1-
25-2(1).
City Council Chair Kenny Anderson Jr. closed the meeting for the executive
session.
The session started at 5:07 p.m.
A motion made by Rex Rolfing and seconded by Rick Kiley to exit Executive
Session at 6 p.m.
City Council Chair Kenny Anderson Jr. called for a voice vote. All members voted
yes.
Motion Passed.
5. Adjournment
City Council Chair Kenny Anderson Jr. adjourned the meeting at 6 p.m.
