Informational Meeting 4 PM at Carnegie Town Hall

Members Present: Kenny Anderson Jr., Christine M. Erickson, Greg Jamison, Dean Karsky,
Rick Kiley, Rex Rolfing, Kermit L. Staggers
Members Absent: Michelle Erpenbach and Mike T. Huether
Staff Present: Denise D. Tucker, MMC, Assistant City Clerk; David Bixler, Budget Analyst;
Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager
1. Call To Order
City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
2. City Council Open Discussion
Council Member Greg Jamison reported on last week's South Dakota Municipal
League Board Meeting.
Council Member Christine M. Erickson spoke about her police ride along
on Saturday night.
Council Member Michelle Erpenbach arrived at this time. 4:04 p.m.
Council Member Dean Karsky spoke about an initiative he and Erickson are
working on regarding bars and smoking.
Erpenbach reported on the recent conditional use permit meeting that was held at
the Bishop Dudley Hospitality House.
Council Member Rick Kiley thanked Craig Lloyd for his contributions to Sioux
Falls and congratulated him on his retirement.
Jamison asked for an update regarding the Convention & Visitors Bureau meeting.
Discussion followed.
3. Presentations
A. Top 10 Project Update by Kendra H. Siemonsma, Special Projects Manager
Kendra H. Siemonsma, Special Projects Manager, presented a PowerPoint on the
Top 10 Projects. The slide topics she discussed were: 2015 Project Milestones;
Additional Update; Three New Initiatives; Going into 2016; Project Information;
and Project Dashboard. Discussion followed.
B. Foundation Park Update by Slater Barr, President of the Sioux Falls Development
Foundation
Darrin Smith, Director of Community Development, mentioned this is the first
update on Foundation Park and that there will be quarterly updates in the future.
He said there are multiple City departments involved in this project.
Slater Barr, President of the Sioux Falls Development Foundation, led the
PowerPoint presentation regarding Foundation Park. He explained that they are in
the preliminary stages of the project and that the concept plans will continue to
change. Barr presented an overview of the project. Discussion followed.
C. City-Initiated Annexation-E. 69th St. and S. Southeastern Ave. by Mike Cooper,
Director of Planning and Building Services; and Albert Schmidt, Urban Planner
Mike Cooper, Director of Planning and Building Services, gave a
PowerPoint update on the Top 5 annexation projects. The properties discussed
were: Prairie Meadows, Batho's, Kappenman, Reiter, and Hayes. Slides also
referenced: the NE corner of East 69th Street and South Southeastern Ave;
Activity Around Annexation Study Area; Property Location and Current
Address; Hayes Annexation Timeline; and History of Pre-annexation Agreements
(2000-2015). Discussion followed.
4. Adjournment
City Council Chair Kenny Anderson Jr. adjourned the meeting at 5:03 p.m.
