Informational Meeting 4 PM at Carnegie Town Hall

Members Present: Kenny Anderson Jr., Christine M. Erickson, Greg Jamison, Dean Karsky,
Rick Kiley
Members Absent: Michelle Erpenbach, Rex Rolfing, Kermit L. Staggers, and Mike T. Huether
Staff Present: Denise D. Tucker, MMC, Assistant City Clerk; David Bixler, Budget Analyst;
Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager
1. Call To Order
Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
2. Land Use Committee
A. Tuesday, December 15, 2015
Committee Chair Rick Kiley said Jeff Schmitt gave a presentation on regional
nodes; and boulevards was also discussed. Boulevards will continue to be
discussed at the upcoming Land Use Committee Meeting.
3. City Council Open Discussion
Council Members Christine M. Erickson and Dean Karsky provided an update on
a recent meeting with the Department of Revenue, regarding permissive smoking
in alcohol establishments with video lottery. City of Sioux Falls meeting attendees
included: Jamie Palmer, Licensing Specialist; Jim David, Legislative/Operations
Manager; and Keith Allenstein, Assistant City Attorney. Discussion followed.
Karsky said General Motors gave the Transportation Network Company $500
million, as an investment in Lyft. He said the State is going to have to fix the
law to require commercial license plates on TNC vehicles.
Councilor Michelle Erpenbach arrived at this time.
4. Presentations
A. Center for New Americans by Tim Jurgens, Director, LSS State Refugee
Coordinator
Rebecca Kiesow-Knudsen, vice-president of Community Services with Lutheran
Social Services, provided background on the organization and the services that
they provide. She began the PowerPoint presentation and discussed: Clarification
on Terms; How Many Refugees Are There?; Why Does the U.S. Resettle
Refugees; Who Brings Them Here?; and The Process.
Tim Jurgens, Director, LSS State Refugee Coordinator, continued presentation. He
discussed the following slides: The LSS Role; Vocational English Language;
Outcomes; Contributions to Economy; and Dispelling the Myths. Discussion
followed.
B. National League of Cities - Nashville by David Bixler, Budget Analyst; Dean
Karsky, City Council Member; and Christine M. Erickson, City Council Member
David Bixler, Budget Analyst, began the discussion on the National League of
Cities Conference. He spoke on the Cumberland River, the wastewater treatment
history, and development of the riverfront.
Erickson spoke about the following sessions: Economy Sharing, the Metro
Government Tour, Issues for States, and Love your Downtown.
Karsky shared his insight on two seminars, the Morally Intelligent Leader and the
Big Ideas in Leadership. He spoke briefly about the additional seminars he
attended; and future things he'll be bringing before the Council.
C. Falls Park West Development/Levitt Agreement by Don Kearney, Director of
Parks and Recreation; Sharon Yazowski, Executive Director, LevittPavilions; and
Tom Dempster, chairman for the Friends of Levitt Shell Sioux Falls
Don Kearney, Director of Parks and Recreation, began the presentation and made
introductions. He discussed the following PowerPoint slides: Levitt Pavilions;
played a video; Levitt Venue Locations; Agreement; Agreement (Captial Project);
Agreement (Friends of Levitt Sioux Falls); Agreement (City of Sioux Falls); and
the Agreement (National Levitt Foundation).
Tracy Turbak, Director of Finance, spoke on the following PowerPoint slides:
Levitt Foundation Contribution - Over 50 Year Term; and Naming Rights.
Kearney also presented the Falls Park West Master Plan Improvements and
Timeline slides.
Sharon Yazowski, Executive Director of LevittPavilions, addressed why Sioux
Falls was chosen to have a Levitt venue. Discussion followed.
Tom Dempster, chairman of Friends of Levitt Shell Sioux Falls, gave thanks to all
involved with this endeavor. Discussion followed.
Karen Leonard, Deputy City Attorney, spoke about the contract process.
Discussion followed.
6. Adjournment
City Council Chair Kenny Anderson Jr. adjourned the meeting at 5:55 p.m.
