Informational Meeting 4 PM at Carnegie Town Hall

Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg
Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, and Kermit L. Staggers
Members Absent: Mike T. Huether
Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Lorie Hogstad, CMC, City
Clerk; Tom Greco, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations
Manager; and Rich Oksol, Internal Audit Manager
1. Call To Order
Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
2. City Council Open Discussion
Council Member Michelle Erpenbach spoke regarding today’s one year anniversary of
the Bishop Dudley Hospitality House. She shared statistical information with the City
Council.
Council Member Rick Kiley reminded the audience and City Council of the Land Use
Committee Meeting scheduled for Tuesday, January 29, 2016, following the 4 p.m.
Informational Meeting. The subject scheduled to be discussed is boulevards. The
committee will hear proposals from city staff followed by public input.
Council Member Kermit Staggers encouraged the audience and City Council Members
to get the shingles shot.
Council Member Rex Rolfing spoke about his attendance at the National League of
Cities Conference in Nashville, TN, the week of November 2-6, 2015. Rolfing provided
an update on the following: the merging of the City and County of Nashville; the main
businesses are banking, healthcare, publishing and music; the combination of education
within the city; the combination of the Police and Sheriff departments; the Council has
40 members and no term limits; no public input at Council meetings; and tax
rates. Discussion followed.
3. Presentations
A. Parking of Commercial Vehicles by Matt Burns, Chief of Police; and Keith
Allenstein, Assistant City Attorney
Matt Burns, Chief of Police, spoke regarding parking of commercial vehicles. He
provided the background for using commercial vehicles and the present concerns.
Discussion followed.
4. Executive Session
A. Consult with legal counsel about proposed or pending litigation or contractual
matters pursuant to SDCL 1-25-2(3).
A motion was made by Council Member Rex Rolfing and seconded by Council
Member Dean Karsky to enter into Executive Session at 4:25 p.m. to consult with
legal counsel about proposed or pending litigation or contractual matters pursuant
to SDCL 1-25-2(3).
City Council Chair Kenny Anderson Jr. closed the meeting for the executive
session.
A motion was made by Council Member Rex Rolfing and seconded by Council
Member Dean Karsky to exit the Executive Session at 5:11 p.m.
City Council Chair Kenny Anderson Jr. called for a voice vote. All members voted
yes. Motion Passed.
5. Adjournment
City Council Chair Kenny Anderson Jr. adjourned the meeting at 5:11 p.m.
