Staggers Members Absent: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, and Mike T. Huether Staff Present: Denise D. Tucker, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Tom Greco, City Clerk; and Lorie Hogstad, CMC, City Clerk 1. Call To Order Council Vice Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Public Services Committee A. Tuesday, January 12, 2016 An update will be given at the next Informational Meeting. 4. City Council Open Discussion There was none. 5. Presentations A. 2016 Election Ordinances: Amendment to Lincoln County Precincts; Setting the Election Date by Tom Greco, City Clerk Tom Greco, City Clerk, discussed a housekeeping amendment regarding election precincts in Lincoln County. The first reading for this ordinance is tonight. Discussion followed. Greco announced April 12, 2016, as Election Day and that it would be conducted jointly with the Sioux Falls School District. The first reading for this ordinance is tonight. B. Ordinance Amendments to Chapter 30 - Agenda by Lorie Hogstad, CMC, City Clerk Lorie Hogstad, City Clerk, discussed proposed ordinance amendments to City  Council agendas. The changes focus primarily on removing internal deadlines from the ordinance. They are stated in the City Council Procedures Manual and in Executive Orders. The change is intended to make the ordinance less restrictive and to allow for more flexibility. Hogstad said this will not change how agendas are posted for the public. The first reading for the ordinance is tonight. Discussion followed. C. Shape Places Zoning Ordinance - Proposed Amendments by Jeff Schmitt, Chief Planning & Zoning Official Jeff Schmitt, Chief Planning & Zoning Official, explained that they are cleaning up zoning ordinances for Shape Places. The cleanup items include: lot of record; adding the BCF3 form to the Live/Work District; tree requirements; and buffer yards exceptions. The first reading for the ordinance is tonight. Discussion followed. Council Member Michelle Erpenbach arrived at 4:16 p.m. D. Ordinance Establishing Car Rental Customer Use Charge by Dean Karsky, City Council Member; and the Sioux Falls Development Foundation Council Member Dean Karsky explained that this item was brought to the Council's attention last week and he didn't want to wait until the second reading to be able to ask questions or to begin letting the public know about it. Karsky introduced Dale Froehlich, who gave the presentation. Froehlich, a volunteer for the Sioux Falls Development Foundation and their current Chairman of the Board, provided a brief history of the organization and their mission.
