Informational Meeting 4 PM at Carnegie Town Hall

1. Call To Order
City Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
2. Staff Report
A. Lorie Hogstad, City Clerk
Lorie Hogstad, CMC, City Clerk, stated they were there to give an Election report.
She said they: finalized precincts last week; are working on finalizing the precinct
map; commented that they, along with Minnehaha County Auditor Bob Litz
visited some precincts last week; thanked Litz for all of his help; mentioned the
types of facilities where the precincts are located; voter postcards; stated the
precincts will be consistent for all 2016 elections; stated last Friday was the first
day for candidates to begin circulating nominating petitions, the deadline to turn
them in is February 26th; today Greg Neitzert filed his petitions for the Northwest
District; and mentioned that Election information can be found on the City's
website.
Tom Greco, City Clerk, provided an overview regarding obtaining election
workers. He said they started soliciting superintendents last week, they will
continue to line up election workers for the next few weeks. Election School will
begin the week of March 28th and there will be eight to 12 different sessions.
Discussion followed.
B. Jim David, Legislative/Operations Manager
Jim David, Legislative/Operations Manager, presented a 2016 Legislative Session
update. He said Thursday is the day that individual bills must pass their house of
origin. David gave a PowerPoint presentation and discussed the following
slides: Financial Impact Bills, SB 84 & HB 1156, SB 105, SB 2, and HB 1116;
Other Bills, HB 1092, HB 1066, HB 1102, and HB 1091; and the
Legislative Calendar. Discussion followed.
3. Land Use Committee
A. Meeting of Tuesday, January 19, 2016
Committee Chair Rick Kiley said the Land Use Committee met, for a second time,
to discuss boulevards. The discussion will continue at the next Land Use
Committee meeting on February 16th. Mark Cotter, Director of Public Works, and
Matt Tobias, Code Enforcement Manager, spoke about a parking strip
ordinance. Public input was given. Discussion followed.
4. Public Services Committee
A. Meeting of Tuesday, January 12, 2016
Committee Chair Christine M. Erickson said an overview was given of the
Compass Center. She said they are advocates, for both sides, after a domestic
violence incident happens. Erickson said a second presentation was made by the
South Dakota Board of Massage Therapy, regarding issues and concerns in Sioux
Falls massage parlors.
5. Urbanized Development Commission (UDC)
A. Meeting of Thursday, January 14, 2016
City Council Member Rex Rolfing said at the meeting they accepted new
appointments for the Citizens Advisory Committee and the Technical Advisory
Committee; looked at the list of Obligated Projects; approved a revision to the
Transportation Improvement Program; and watched a video on what 41st Street
and the intersection of I-29 could potentially look like in a few years.
6. City Council Open Discussion
City Council Member Michelle Erpenbach spoke about two amendments she
would be bringing forward for Item 29, on tonight's agenda. Discussion followed.
City Council Member Kermit L. Staggers spoke about a phone call he received
from a constituent, who was upset about the long wait times for Paratransit. He
asked for Paratransit to come to an Informational Meeting to discuss the matter.
City Council Member Greg Jamison said Paratransit will be coming to a meeting
in the next couple of weeks and Staggers’ concerns could be addressed then.
Erickson spoke about strides being taken to combat distracted driving. Discussion
followed.
7. Presentations
A. Quarterly Indoor Aquatic Center Update by the Administration
Don Kearney, Director of Parks and Recreation, began the PowerPoint presentation
regarding the Indoor Aquatic Center. He discussed the following slides: the Design
Update; Design Update-Mezzanine Level; Design Update; Construction Progress
Report; What to Expect on Site This Spring; Neighborhood and Public
Engagement; and the Live Construction Webcam. He stated that there will be
public tours in spring.
Tracy Turbak, Finance Director, discussed the Financial Summary-as of
December 31, 2015 slide. Discussion followed.
B. 2015 Workforce Development Pilot Program Update by Darrin Smith, Community
Development Director; and Mike Gray, Economic Development Coordinator
Mike Gray, Economic Development Coordinator, led a PowerPoint presentation
focusing on the Workforce Development Pilot Program. He discussed the
following slides: Overview; Background; Program Launch and Award Process;
Awarded Programs; Employment Edge-$25,000; Multi-Cultural Center-$72,020;
Training Solutions Institute-$99,408; Forward Sioux Falls-$50,000; HBASE,
AGC, and SEM-$50,000; SESHRM-$34,250; Globe University-$100,000; Career
and Technical Academy-$12,250; Summary; and Looking Ahead. Discussion
followed. The Fiscal Committee will be receiving regular updates on the program
in the future.
8. Adjournment
City Council Chair Kenny Anderson Jr. adjourned the meeting at 5:49 p.m.
