MINUTES Tuesday, February 9, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rex Rolfing, Kermit L. Staggers Members Absent: Rick Kiley and Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Tom Greco, City Clerk; Lorie Hogstad, CMC, City Clerk, and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Anderson Jr. called the meeting to order at 4 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, reviewed the following PowerPoint Slides regarding the 2016 Legislative Session: SB 84 & HB 1156; SB 84/HB 1156 Impact; Local Sales Tax Bills; Other Bills; and the Legislative Calendar. Discussion followed. 3. City Council Open Discussion Council Member Christine M. Erickson stated she and Councilors Dean Karsky and Rex Rolfing drove to Pierre, last week for Municipal Day at the Legislature. She said they met with legislative members, Cabinet Secretaries from the Department of Revenue, and Department of Transportation regarding Sioux Falls issues. Council Member Kenny Anderson Jr. reminded the Council that Sioux Falls Day at the Legislature is scheduled for Friday, February 19, 2016. 4. Presentations A. Drive To Help Program by Jean Crowe, Planner for SECOG Jean Crowe, Planner for South Eastern Council of Governments (SECOG), provided an update on the Drive To Help Program. A video was reviewed  explaining the program in greater detail. Crowe distributed an application and a brochure for the Drive To Help Program to the City Council. Discussion followed. Lynne Keller Forbes, Executive Director of SECOG, provided additional comments regarding the Drive To Help Program. She stated that every SECOG employee is allowed two hours per month to volunteer for Workers on Wheels or Project CAR. She encouraged other Sioux Falls businesses to allow their employees the same latitude for these worthy projects. Discussion followed. B. Transit Management Contract by Sam Trebilcock, Transportation Planner Sam Trebilcock, Transportation Planner, reviewed the following PowerPoint slides regarding the Proposed Paratransit Fare Increase: Background; Paratransit Net Expense Per Trip; Sioux Area Metro Cost Recovery; Paratransit Single Ride Fare; Proposal and Revenue Generated; and Proposed Ordinance information. Discussion followed. C. Review of City Debt by Tracy Turbak, Finance Director Tracy Turbak, Finance Director, reviewed the following PowerPoint slides regarding a Review of City Debt: Presentation Overview; Types of Debt; When is Debt Appropriate?; When Does the City Use Debt?; When Won't the City Use Debt?; Current Debt Outstanding - $337.2M; Monitoring Debt; Considerations Before Deciding on Debt; Keeping Dept Manageable; Rate of Repayment on Current Debt (Principal Retirement); Per Capita Debt; 2nd Penny Sales Tax - Revenue History; 2nd Penny Sales Tax Revenue – Future; 2nd Penny Sales Tax - Debt Service Coverage; Fiscal Responsibility Recognized; Historical Municipal Bond Rates; Future Bonds - Upcoming Projects; and Review of City Debt - Summary.
