Members Absent: Dean Karsky and Mike T. Huether
Staff Present: Denise D. Tucker, MMC, Assistant City Clerk; Jim David,

Rich Oksol, Internal Audi Manager
1. Call To Order
Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
2. Staff Report
A. Lorie Hogstad and Tom Greco, City Clerks
Tom Greco, City Clerk, presented an Election update. During his PowerPoint
presentation, Greco reminded everyone that April 12th is Election Day and that
the polls are open from 7 a.m. to 7 p.m. He spoke about the shortage of Election
Day volunteers and what is being done to solicit workers; reminded residents to
check their voter registration; mentioned the Secretary of State's website, the Vote
605 mobile app, and spoke briefly about the primary and general elections.
Discussion followed.
B. Jim David, Legislative/Operations Manager
Jim David, Legislative/Operations Manager, gave a 2016 Legislative Session
update. His PowerPoint presentation slides focused on: SB84 & HB1156, the bills
shift judicial and law enforcement costs to South Dakota's cities and towns; HB
1116, Municipal Penny for Infrastructure; HB 1092, Sidewalk Pubs; HB 1102, 45
Day Complex Bids; HB 1091 & SB 156, Transportation Networking Company
(TNC); and the upcoming Legislative Calendar.
3. Public Services Committee
A. Tuesday, February 9, 2016
Committee Chair Christine M. Erickson said Fire Marshal Dean Lanier spoke
about fire code amendments. She said questions arose about this issue being
discussed at the State level, as well. Secondary access points, coming out of
developments, were a topic of discussion. The committee would like a follow up
presentation from Lanier at their next meeting on Tuesday, March 8, 2016.
4. City Council Open Discussion
Council Member Rick Kiley spoke positively about his Uber experience in
Phoenix, Az. He looks forward to the service coming to Sioux Falls.
Council Member Michelle Erpenbach gave an update on the Bishop Dudley
Hospitality House, an emergency safe shelter, which opened in January 2015. She
provided the following statistics: Safe nights provided, 34,022; unduplicated
number of guests served, 1,537; meals served, 17,855; 52 families, 33 women, 86
men, and 164 children, have transitioned to permanent housing. The statistics are
available online on the Minnehaha County website. Discussion followed.
5. Adjournment
Council Chair Kenny Anderson Jr. adjourned the meeting at 4:19 p.m.
