Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing Members Absent: Kermit L. Staggers and Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst, Jim David, Legislative/Operations Manager; Tom Greco, City Clerk; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 4:01 p.m. - Council Member Kermit L. Staggers arrived at this time. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, reviewed the following PowerPoint slides regarding the 2016 Legislative Session: HB 1116 - Penny for Infrastructure; SB 106; Other Bills; and the Legislative Calendar. Discussion followed. 3. Land Use Committee A. Meeting of Tuesday, February 16, 2016 Committee Chair Rick Kiley provided updates on the following topics discussed at the Land Use Committee meeting: Arterial Street and Water Distribution Platting Fees; Revisions to Engineering Design Standards; and the boulevard discussion. 4. City Council Open Discussion Council Member Rex Rolfing spoke about an award received by Council Member Rick Kiley. On February 16, 2016, Rick Kiley, Director of the South Dakota Motorcycle Riders Education Program, received the 2015 Outstanding Contribution Award from the National Association of State Motorcycle Safety Administrators. Discussion followed.  Council Member Dean Karsky spoke about attending the Sioux Falls Symphony Youth Fundraiser. Karsky acknowledged Council Member Greg Jamison's participation at the event. Discussion followed. 5. Presentations A. City Administration Building Project Update by Erin Bofenkamp, Project Manager Sue Quanbeck Etten, Director of Central Services, reviewed the following PowerPoint slides regarding the City Administrative Office Building: Where We Have Been; Project Goals; Staying Ahead of Growth; and the Dakota Avenue Corridor. Jeff Hazard, CEO and Director of Design for Koch Hazard, reviewed the following PowerPoint slides: Site Features; Building Features; Floor Plan- Basement; Floor Plan-First; Floor Plan-Second; and Building Features. Jerry Fromm, President of Henry Carlson Company, reviewed the following PowerPoint slides: Building It Right; and The Time Is Right. Tracy Turbak, Director of Finance reviewed the following PowerPoint slides: Project Budget; Project Funding; Per Capita Debt; 2nd Penny Sales Tax: Revenue History; 2nd Penny Sales Tax: Future; 2nd Penny Sales Tax: Debt Service Coverage; 2nd Penny Sales Tax: Debt Service Coverage With Administration Building Bonds; and Next Steps. 5:20 p.m. - Council Member Dean Karsky left the meeting at this time.
