Call To Order Council Vice Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Staff Report A. Tom Greco, City Clerk Tom Greco, City Clerk, reviewed the following PowerPoint slides: Election Workers, Ballots, Polling Places, Election Dates, Voter Registration, Candidate Ballot Order, and Important Dates. Discussion followed. B. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, reviewed the following PowerPoint slides: HB 1116 - Penny for Infrastructure; SB 106 - Remote Sales Tax; HB 1137 - License Plate Fee Revenue; SB 84 - Law Enforcement Costs; HB 1092 - Sidewalk Pubs; HB 1091- Transportation Networking Company (TNC); HB 1108 - Assessment Loophole Fix; and the following dates: March 8 - Last day for a bill to pass both houses; March 11 - Recess; and March 29 - Veto Day. Discussion followed. David also discussed descriptions on buffer yards developed by the Planning and Building Services Department. Discussion followed. 3. City Council Open Discussion Council Member Greg Jamison spoke regarding a tour of both the basement area and the Engineering Department on the second floor in City Hall. Discussion followed.  Rolfing displayed and discussed the water bill insert that will be sent out in March to the citizens. This insert provides valuable election information to the citizens and Rolfing encouraged the citizens to get out and vote. Council Member Rick Kiley wished good luck to the Augustana University's Men’s and Women’s Basketball Teams in the Northern Sun Championship games. Later in the meeting, Kiley also congratulated the University of Sioux Falls athletes for their success as well. 4. Presentations A. City Administration Building Project - Bond Financing by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, provided opening remarks regarding the bonds. The following individuals provided additional information: Bruce Bonjour, Partner with Perkins Cole LLP; Jessica Cameron, Public Financial Management, Inc.; and Matt Schnackenberg, Public Financial Management, Inc. B. 2015 Financial Results - Preliminary by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, reviewed the following PowerPoint Slides: Presentation Outline; Sioux Falls MSA Unemployment; Building Permit Valuations; Sales Tax Collections w/out Audits; Entertainment Tax Collections w/out Audits; General Fund; General Fund (Available Fund Balance); General Fund Use of Reserves; General Fund (Available Fund Balance); 2015 Investments; 2015 Enterprise Funds; Total Outstanding Debt; Total Outstanding Debt (Sales Tax Only); and Outlook for the Future.
