MINUTES Tuesday, March 8, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, and Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Tom Greco, City Clerk; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Staff Report A. Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, reviewed the following PowerPoint slides: SB 106 - Remote Sales Tax; HB 1116 - Penny for Infrastructure; HB 1137 - License Plate Fee Revenue; HB 1091 - Transportation Networking Company (TNC); and the Legislative Calendar. 3. City Council Open Discussion Council Member Greg Jamison spoke regarding extending the pilot program for kids riding free on the busses for one more year. The first reading of this ordinance will be on the City Council agenda for March 15, 2016. Jamison stated more information and studies are coming. Discussion followed. Jamison spoke about the parking strip ordinance stating there is an amended version regarding mailboxes. A draft amendment will be forwarded to the City Council prior to the first reading on March 15, 2016. Council Member Rick Kiley stated the Land Use Committee Meeting scheduled for Tuesday, March 15, 2016, is cancelled. Council Member Christine M. Erickson stated one of the topics for today's Public Services Committee Meeting is Secondary Access Roads. She encouraged the Council Members to stay and provide input on this topic. 4. Presentations A. Shape Places Zoning Ordinance Amendment: Parking Calculation Tables by Shawna Goldammer, Zoning Enforcement Manager This item has been rescheduled to March 15, 2016, at the request of the Planning Department. B.. Sales Tax Surplus Funds - Street Improvements by Chad Huwe, City Engineer Chad Huwe, City Engineer, reviewed the following PowerPoint slides: Potential Projects for Surplus Capital Funding Dollars; TechCrete Concrete Patching; Concrete Joint Resealing; Concrete Joint and Panel Repairs; Minnesota Ave Curb Replacement; Microsurfacing; and ADA Curb Ramp Upgrades.
