1. Call To Order
Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m.
2. Staff Report
A. Tom Greco, City Clerk
Tom Greco, City Clerk, presented an Election update. He spoke about: Election
workers, ballots, polling places, Election Day, and absentee voting. Discussion
followed.
B. Jim David, Legislative/Operations Manager
Jim David, Legislative/Operations Manager, provided a 2016 Legislative Session
update. He spoke about items signed by the Governor: HB 1092, Sidewalk Pubs;
HB 1102, 45 Day Complex Bids; and HB 1108, Assessment Loophole Fix; and
Pending Bills: HB 1218, Ordinance Redo, HB 1091, Transportation Networking
Co. (TNC), and SB 106, Sales Tax on Remote Sellers. David mentioned that
March 29th is Veto Day.
3. Public Services Committee
A. Tuesday, March 8, 2016
Committee Chair Christine M. Erickson said the Public Services Committee
discussed Emergency Alert Strategies with Regan Smith, Emergency Manager;
and Secondary Access Roads.
Council Member Rick Kiley left the meeting at this time.
4. Urbanized Development Commission (UDC)
A. Meeting of Thursday, March 10, 2016
Council Vice Chair Rex Rolfing provided the meeting update. He said, they
discussed: work plan amendments; a participation plan; bicycle path plan, which
will tie in Tea, Brandon and Harrisburg; Transit Program, which will allow River
City to replace Paratransit; transit improvement programs; USD Discovery
District, the roads were approved; money transfers between programs; and
received the MPO 2015 Year End report.
5. City Council Open Discussion
Council Member Greg Jamison asked if there was a strategy for discussing free
summer bus passes for kids, with the School Board. Jamison and Erickson will
speak to the School Board. Discussion followed.
Kiley returned to the meeting, at this time, and wished his wife, Donna, a
Happy Birthday.
6. Presentations
A. 2016 SculptureWalk Program by Jim Clark, Director of SculptureWalk; Mike
Cooper, Director of Planning and Building Services; and Russ Sorenson, Urban
Planner
Russ Sorenson, Urban Planner, began the presentation. He said this is the
program's 13th year. Initially the SculptureWalk program began with 34
sculptures, this year they will have 56 sculptures. He then introduced Jim Clark,
Director of SculptureWalk.
Clark led a PowerPoint presentation showcasing this year's featured sculptures.
Discussion followed.
B. Annual Report for Siouxland Heritage Museum Special Enterprise Fund by Bill
Hoskins, Siouxland Heritage Museum Director
Bill Hoskins, Siouxland Heritage Museum Director, presented the annual Special
Enterprise Fund report. A brief history of the fund was part of the PowerPoint
presentation, which included the following topics: 2015 Revenue and Expenses;
2015 Enterprise Fund Income Sources; 2015 Revenue; 2015 Expenses; Museum
Enterprise Fund Balance; Enterprise Fund Highlights 2015; and Enterprise Fund.
Discussion followed.
Anderson asked for an Archive Building update. Discussion followed.
C. Proposed Water Connections Ordinance by Greg Anderson, Water Superintendent
Greg Anderson, Water Superintendent, led a PowerPoint presentation regarding
changes to the proposed Water Connection Ordinance. He spoke about: Key
Initiatives; changes to Chapter 50.007 and Chapter 50.023; Typical Service
Installation; Curb Stop Challenges; and Proposed Method to Limit Repairs. He
noted that contractors are already complying. Discussion followed.

D. Shape Places Zoning Ordinance Amendment: Parking Calculation Tables by
Shawna Goldammer, Zoning Enforcement Manager
Jeffrey Schmitt, Chief Planning and Zoning Official, discussed off-street
parking requirements. He spoke briefly about the two proposed parking
calculations tables.
E. Floodplain Management Schedule by Jeffrey Schmitt, Chief Planning and
Zoning Official
Jeff Schmitt led a PowerPoint presentation on the Floodplain Management
Schedule. He spoke about: Purpose of Flood Maps; Consistent Timeline;
Timeline: Levee Physical Map Revision. Discussion followed.
Council Member Greg Jamison returned to the meeting at this time.
7. Executive Session
A. Consult with legal counsel about proposed or pending litigation or contractual
matters pursuant to SDCL 1-25-2(3).
A motion made by Rex Rolfing and seconded by Michelle Erpenbach to enter
Executive Session at 5:41 p.m., to consult with legal counsel about proposed or
pending litigation or contractual matters pursuant to SDCL 1-25-2(3).
The meeting began at 5:45 p.m.
A motion made by Christine M. Erickson and seconded by Michelle Erpenbach to
exit Executive Session at 6:23 p.m.
8. Adjournment
Council Chair Kenny Anderson Jr. adjourned the meeting at 6:23 p.m.
