MINUTES Tuesday, April 5, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Tom Greco, City Clerk; Lorie Hogstad, CMC, City Clerk, and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. started the meeting at 4 p.m. 2. Staff Report A. Tom Greco, City Clerk City Clerk, Tom Greco, provided the following election updates: Election day is Tuesday, April 5, 2016, from 7 a.m. to 7 p.m. Absentee voting is in progress at the Minnehaha County Auditor's Office at 415 North Dakota Avenue and this office will also be open on Saturday, April 9, 2016, from 9 a.m. to noon for additional absentee voting. The following websites have additional election information: www.siouxfalls.org and for the Secretary of State : https://sdsos.gov/default.aspx Registered voters will receive a postcard this week indicating where they are registered to vote. 3. City Council Open Discussion There was none. 4. Presentations A. City Administration Building Update by Sue Quanbeck Etten, Director of Central Services, and Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, reviewed the following PowerPoint Slides: City Administrative Office Building; 10 Years of Due Diligence; The Intended Location; Prudent Use of Tax Dollars; City/County Collaboration; All Concerns Addressed; and The Ideal Solution for This City Council. Jerry Fromm, Henry Carlson Construction, spoke regarding construction costs, and the impact of possible delays. Jeff Hazard, Koch Hazard Architects, spoke regarding location, expandability, flexibility, enhanced public services, and the performance enhancing environment for staff. Mark Cotter, Director of Public Works, spoke regarding the consolidation of the Public Works Department into this administration building. Discussion followed. 5. Executive Session A. Consult with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion was made by Council Member Rex Rolfing and seconded by Council Member Rick Kiley to go into Executive Session at 5:10 p.m. for the purpose of consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1- 25-2(3). The session began at 5:15 p.m. A motion was made by Council Member Dean Karsky and seconded by Council Member Rex Rolfing to go out of Executive Session at 6:20 p.m. 6.
