MINUTES Tuesday, May 17, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether Staff Present: Denise D. Tucker, MMC, Assistant City Clerk; Dave Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; Tom Greco, City Clerk; and Rich Oksol, Lead Internal Audit Manager 1. Call To Order Council Vice-Chair Rex Rolfing called the meeting to order at 4 p.m. He welcomed new Council Members Theresa Stehly, Marshall Selberg, Greg Neitzert, and Pat Starr. 2. Urbanized Development Commission (UDC) A. Thursday, May 12, 2016 Council Member Rick Kiley provided the meeting update. He said, they: took public input; approved minutes; approved the 2017-2020 Transportation Improvement Program (TIP) Public Participation Plan; discussed the Projects for FTA Section 5310 Program Funding; discussed the 2016-2019 Transportation Improvements Program (TIP) Revision #16-004; discussed 2016-2019 Transportation Improvements Program (TIP) Amendment #16-002; received the First Draft of the 2017 Unified Planning Work Program (UPWP); received Sioux Falls Street Construction Information; and announced the 2017-2020 STIP Meeting Dates and Times. 3. City Council Open Discussion Council Member Christine M. Erickson spoke about a recent change to the agenda, which now includes the vote count on Planning Commission items. She also mentioned visiting a Lincoln High School Speech Class today, where she served as a judge for two team proposal speeches. The speeches were about the Ronald McDonald House and Sioux Falls Bikepalooza, which doesn't exist yet. Erickson said both groups did a phenomenal job. Kiley said he received the same invite as Erickson and plans to visit Lincoln High  School tomorrow. He is looking forward to going back to the school, where he taught for 13 years. Neitzert complimented the City's use of YouTube to educate the public and encouraged the public to watch the recently released video of the River Greenway. He also wanted to know the status of the proposed Administrative Building. Stehly spoke about several topics. She thanked Council staff Tom Greco, Jim David and David Bixler, for their assistance. Stehly stated that she liked having the Planning Commission vote added to the agenda. She has asked Jim David to look into the cold temperatures during the 7 p.m. meetings. Stehly also addressed the Friday Directors' Meeting and the Mayor's Meeting with Council Leadership. Discussion followed. 4. Presentations A. Foundation Park Update by Slater Barr, President of Sioux Falls Development Foundation Slater Barr presented a PowerPoint overview of the Sioux Falls Development Foundation's activities and history. He said they focus on the following three major areas: WorkForce, Marketing and Promotion, and Development Activities in Foundation Park. The PowerPoint slides covered: Metrics; Sioux Falls Thrive; Organization Chart; public relation stories; PR Results; FAM Tours; Jeffrey Hayzlett; and Foundation Park. Kiley said he was excited to see Gov. Daugaard address Workforce Development and the potential impact people with disabilities would have. He then asked what role the Sioux Falls Development Foundation has in this plan. Barr said that they have been working hand-in-hand with the State. Council Member Michelle Erpenbach asked about the Foundation's talent portal and the City's talent portal Sioux Falls Has Jobs. She wanted to know if the two portals could work together. Barr discussed talent portals of other cities. Neitzert stated that he had concerns over the loss of Kilian Community College and the struggles that Southeast is having. He then asked about education options, besides four year schools. Barr said it is going to take the community to come together to address these issues. He said they are in dialogue with the University Center and Southeast Tech. Neitzert asked about cost recovery for the sewer system in Foundation Park. Discussion followed. Erickson asked about any special projects that the Foundation would have coming forward. Barr said they are looking at six projects, but cautioned that they don't  have any contracts or anything. He said, several of the projects merit help and they won't come to Sioux Falls if they don't get it. Barr said one project that they have on the table is about a $150 million project. Discussion followed. Rolfing asked about the high percent of immigrants working in Sioux Falls. Barr said he was asked to serve on a panel to discuss this issue, primarily about immigrant entrepreneurs. Discussion followed. B. 2015 Code Enforcement Annual Report by Matt Tobias, Code Enforcement Manager Matt Tobias said the Code Enforcement team is comprised of multiple departments and they meet every two weeks. He then introduced members of team, who were present in the audience. He presented a PowerPoint presentation of the 2015 Code Enforcement Annual Report. The report is comprised of: the Code Enforcement Team Mission Statement; Coordination Efforts; Collection of Citations and Costs; Website Updates; Rental Registration Verification; Fire Prevention Apartment Inspections; Growing Resilient Campaign Sioux Falls; Public Education and Outreach; Proactive Neighborhood Interaction; Project NICE and Project KEEP; Neighborhood Cleanup and Beautification; Pedestrian Safety Improvements; Walkabout Event; Lincoln Community Garden's Third Harvest; Whittier Neighborhood Lights and Signs; National Night Out; Fourth Annual Neighborhood Summit; City Programs; Rental Rehabilitation Program; Neighborhood Revitalization Program; Building Demolitions; Abandoned and Substandard Manufactured Homes Pilot Project; Home Foreclosure Tracking; Departmental Code Enforcement Statistics; and the Primary Goal for 2016. Erpenbach expressed her appreciation to Tobias and the Code Enforcement Team for their positive attitudes. Neitzert said he loves Tobias' energy and positive attitude. He noted the 90% compliance rate the department has received. Neitzert also expressed his appreciation to the team. Stehly asked about the code violation notification process. Tobias reviewed the process. Discussion followed. Kiley expressed his appreciation and noted that there were no fire fatalities in 2015, due to prevention efforts. Starr asked about the collection funds and questioned the absence of about $10,000. Tobias said the money went to collection agencies that the City uses. Rolfing asked about the procedures regarding fire prevention and apartment  inspections. Dean Lanier, Fire Marshal, explained the process and how they work with the Multi-Housing Association. Rolfing followed up by asking about the procedure for razing houses. Tobias said it is a long and formal process. 5. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1- 25-2(3). A motion made by Michelle Erpenbach and seconded by Christine M. Erickson to enter Executive Session at 5:22 p.m., for consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion made by Christine M. Erickson and seconded by Michelle Erpenbach to exit Executive Session at 6:04 p.m. 6.
