MINUTES Tuesday, May 10, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers and Mike T. Huether Members Absent: None Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Tom Greco, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Lead Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Greg Jamison provided an update on discussions with the Sioux Falls School District regarding the free bus pass program. Discussion followed. Council Member Christine M. Erickson stated that, as a parent in the Sioux Falls School District, she had received updates regarding the free bus pass program via a cellphone application, an email and a phone call from the school district. Council Member Rex Rolfing reminded the audience that there is a reception this at 6 p.m. for the outgoing City Council Members. Anderson Jr. stated that he met with last week with Minnehaha County and Lincoln County Commission Chairs and spoke about collaboration between the municipal entities. 3. Presentations A. Sioux Falls Development Foundation City Funding by Darrin Smith, Director of Community Development and Public Parking; and Tracy Turbak, Director of Finance Council Member Dean Karsky provided opening remarks regarding the history of the City Council supporting Community Development. Karsky asked for specific information regarding the funding for the Sioux Falls Development Foundation.  Darrin Smith, Director of Community Development, responded to the inquiries. Smith stated he would be covering three areas regarding the funding as follows: 1) The history of the funding; 2) the dates, specific language included in the agreement and decisions made regarding the fund distribution; 3) the relationship with the Sioux Falls Development Foundation and Forward Sioux Falls. Discussion followed. Karsky addressed budget stipulations and the payment structure. Smith responded with the funding amount paid over the last four years. Discussion followed regarding the procedures used for distribution of funds. Erickson asked about receiving contracts prior to funds being appropriated. Smith discussed the approval process, which includes specific timelines for review and signatures, etc. Discussion followed. Jamison spoke about the lack of notice to the City Council. He also asked about the relationship between the Community Development Office and the Sioux Falls Development Foundation. Jamison also wished Smith the best in his new position with the Washington Pavilion. Discussion followed. 4.
