MINUTES Tuesday, June 28, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly, Mike T. Huether Members Absent: Rex Rolfing Staff Present: Tom Greco, City Clerk; Jim David, Legislative/Operations Manager; and Dave Bixler, Budget Analyst 1. Call To Order Council Vice Chair Rick Kiley called the meeting to order at 4 p.m. 2. Land Use Committee A. Meeting of June 21, 2016 Committee Chair Rick Kiley stated that the committee received a thorough presentation by Shannon VerHey regarding proposed revisions to the General Conditions for Public Improvements. The presentation was followed by committee open discussion and adjournment. 3. City Council Open Discussion Council Member Pat Starr discussed scheduling of the Operations Committee meetings. Discussion followed. 4. Presentations A. 2017-2021 Capital Program Presentation by Mayor Mike T. Huether Mayor Mike T. Huether presented the 2017 - 2021 Capital Program with a slideshow that included the following slides: Capital Investments 2010-2015; Intense Infrastructure With a Heavy Infusion of Quality of Life, Too; Largest Investments Since 2010; More Than $200 Million Has Been Invested in Quality of Life Since 2010; Would Like to Go Out the Way We Came In; 2017-2021 Capital Program will invest $127.1 million in 2017 and $589.2 million over the next 5 years in capital projects and equipment; Capital Program Sources; Capital Program Uses; Back to the Basics: Repair, Rebuild, Replace; Capital Improvement  Priorities; Infrastructure is the Foundation of Our City; Streets and Utilities are the #1 Priority; Street Maintenance $61.9 M; Major Street Reconstruction $33.7 M; Executing What IMS Study Recommended; Arterial Street Expansion $66.5 M; Utility Infrastructure $190.5 M; Biggest Changes to This Year’s Capital Plan; Cautious Revenue Projections; Heavier Investment in Streets; Heavier Investment in Water Reclamation; River Greenway Phase III; Monster Infusion of Cash Downtown; Levitt Pavilion $4.4 M; Fire Station #12 and Public Safety Study; Mixed Use Parking Ramp; One Thing That Never Changes Is How We Manage Debt in Sioux Falls!!; Per Capita Debt; Sioux Falls Moody’s Bond Rating of Aa2; Back to Basics; Conclusions.
