MINUTES Tuesday, July 12, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mayor Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Tom Greco, City Clerk; Jim David, Legislative/Operations Manager; Dave Bixler, Budget Analyst; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Fiscal Committee A. Meeting of July 5, 2016 Committee Chair Michelle Erpenbach provided an update on the last Fiscal Committee Meeting. She covered discussion held on past Fiscal Committee policies and reserve numbers for the City of Sioux Falls. Due to time constraints, the Fiscal Committee will meet again after today's Informational Meeting. The topics include continued discussions on work force development and to continue with the report from the Director of Finance. 3. City Council Open Discussion There was none. 4. Presentations A. 2017 Provisional Legislative Priorities by Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, discussed the draft provisional priorities. He is planning to bring forward a formal resolution adopting the provisional priorities prior to the South Dakota Municipal League policy meetings in early August. B. Administration Building Update: 300 Building Analysis by Sue Quanbeck Etten, Director of Central Services; Dick Strassburg, Partner with the TEGRA Group; Jeff Hazard, Koch Hazard Architects; and Jerry Fromm, Henry Carlson Construction  Sue Quanbeck Etten, Director of Central Services, provided opening remarks and introductions. Jeff Hazard, Koch Hazard Architects, reviewed the following PowerPoint Slides: 300 Building Overview; Analysis Process; Renovation Requirements for City Needs; and Undesirable Characteristics that Cannot Be Changed. Jerry Fromm, Henry Carlson Company, reviewed the following PowerPoint slide: Cost Comparison. Dick Strasburg, TEGRA Group, reviewed the following PowerPoint Slides: Independent Review; Additional Cost Risks; and TEGRA's Conclusions. Quanbeck Etten reviewed the following PowerPoint slides: Shortfalls; and Final Recommendations. Discussion followed. Additional discussion was held with realtor Dennis Breske regarding the features of the 300 Building. 5.
