MINUTES Tuesday, February 14, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Staff Report A. Jim David, Operations Manager Jim David, Operations Manager, provided an overview of the following House and Senate Bills: HB 1075, HB 1166, HB 1085, HB 1167, SB 113, SB 121, and SB 153. David also reviewed the Legislative Calendar. Discussion followed. 3. Fiscal Committee A. Working Session on Tuesday, February 7, 2017 Council Member Michelle Erpenbach provided the following updates regarding this working session in reference to Youth Drug and Alcohol Prevention. There will be one more working session to discuss the process and the Health Department will be invited to attend. Erpenbach stated that Budget Analyst David Bixler will be providing data regarding how other local school districts handle these same needs including how they pay for it. The Fiscal Committee Meeting scheduled for Tuesday, March 7, 2017, will be a working session format in the Multi-Purpose Room; the Fiscal Committee Meetings will return to their normal format in the Council Chambers at their April 4, 2017, meeting. 4. City Council Open Discussion Council Member Rick Kiley requested that Tom Greco, City Clerk, provide an update on the Districting Commission process. Greco advised the City Council that a few applications have been received for the Districting Commission but there are two districts that still need applicants. He stated that the process is still open with a deadline of February 23, 2017, at 5 p.m. Greco stated that emails have been sent to all of our previous election workers and he asked that Council Members reach out to anyone they think may be interested. Citizens can call 367- 8080 to request an application. Greco will provide an additional update at the Informational Meeting on Tuesday, February 21, 2017. Council Member Pat Starr provided an update on the Living Library held on Sunday, February 12, 2017. The next Living Library is scheduled for April 2, 2017. Council Member Marshall Selberg spoke about the Legislative Rib Dinner held in Pierre last week. He spoke about the trip being worthwhile in that he got to observe the legislative process. Erpenbach spoke about serving as a judge for the All Saints Neighborhood’s "Hot Dish Competish" on Sunday, February 12, 2017. She spoke about community involvement and how the neighborhood is growing and changing. Council Member Greg Neitzert provided the following updates regarding Amazon collecting sales tax (effective February 1, 2017): If the item is ordered from Amazon, sold-shipped-delivered by Amazon, a sales tax is charged. If the item is ordered from Amazon, and it is a third party seller, they do not collect sales tax. 5. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor. (SDCL 1-25-2 (1)). A motion was made by Council Member Rick Kiley and seconded by Council Member Michelle Erpenbach to enter into Executive Session at 4:13 p.m. to: discuss the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term “employee” does not include any independent contractor. (SDCL 1-25-2 (1)). Council Chair Rex Rolfing called for a voice vote. All members voted yes. Motion Passed. A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Rick Kiley to exit the Executive Session at 4:37 p.m. Council Chair Rex Rolfing called for a voice vote.
