MINUTES Tuesday, February 21, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Staff Report A. Tom Greco, City Clerk An update was provided regarding the formation procedures for the Districting Commission. Greco reminded the City Council that they are responsible for selecting and appointing the five member commission. He spoke about the upcoming application deadline, number of current applicants, and the steps the Council will need to take after the deadline. Discussion followed. B. Jim David, Operations Manager The following update was provided: the tabling of SB 121 in Joint Appropriations; the Senate approval of SB 113; and the defeat of HB 1085 in the House of Representatives. David reviewed the remainder of the Legislative calendar. Discussion followed. 3. Public Services Committee A. Tuesday, February 14, 2017 Committee Chair Christine M. Erickson provided the update on their continued discussion on a Tobacco-Free Ordinance and potential ordinance changes. Possible exclusions to the ordinance were discussed, which could include parking strips, parking lots and exterior sidewalks. The committee will continue to discuss the ordinance before it goes back to the City Council. Discussion followed. 4. City Council Open Discussion  Council Member Theresa Stehly spoke about communications from citizens regarding their treatment by City staff. Discussion followed. 5.
