MINUTES Tuesday, February 28, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Council Member Rex Rolfing and Mayor Mike T. Huether 1. Call To Order Council Vice Chair Rick Kiley called the meeting to order at 4 p.m. 2. Land Use Committee A. Meeting of Tuesday, February 21, 2017 Kiley stated that Shannon VerHey, Assistant City Engineer, provided updates on both the Accessible Sidewalk Engineering Design Standards and Chapter 96 Ordinance changes. In addition, the following items were discussed: communication; fines; dual curb ramps; intersection design and responsibility; implementation timeline; and permitting. 3. City Council Open Discussion Council Member Michelle Erpenbach spoke regarding the visit to Safe Home yesterday along with Council Members Greg Neitzert and Pat Starr. She spoke about the chronic homelessness in the city of Sioux Falls. Council Member Theresa Stehly and City Attorney David Pfeifle provided information regarding the proper procedures for public input and in making a "Point Of Order" at City Council Meetings. Neitzert asked for clarification regarding discussing items at Public Input. Pfeifle responded with feedback regarding discussing items that are not already listed on the Agenda and, therefore, have not received proper notification to the public. Stehly spoke regarding a task force that will study annexations. Council Member Christine M. Erickson stated she was asked to sit on a monthly group/task force along with City and County employees regarding triage for handling homeless issues. 4. Presentations  A. Sioux Falls Parks and Recreation Fee Ordinance Updates by Alicia Luther, Recreation Manager and Karen Leonard, Deputy City Attorney Presentation: Approximately 20 minutes followed by discussion. Alicia Luther, Recreation Manager, reviewed the following PowerPoint Slides: Overview, Definitions, Veteran Annual Season Pass, and Timeline/Next Steps. An overstruck/under scored version of the ordinance was also distributed. Discussion followed. B. 2016 Year-End Financial Report by Tracy Turbak, Director of Finance Presentation: Approximately 20 minutes followed by discussion. Tracy Turbak, Director of Finance, reviewed a PowerPoint presentation that encompassed the following outline: A snapshot of the economy; Financial results in the General Fund, Capital Program and Enterprise Activities (Utilities); Debt; and an Outlook for the Future. Discussion followed. C. Mixed Use Parking Ramp Project Agreements by Brent O'Neil, Economic Development Manager; Daren Ketcham, Director of Community Development; and Matt Nelson, Public Parking Facility Manager Presentation: Approximately 10 minutes followed by discussion. Brent O'Neil, Economic Development Manager, reviewed the following PowerPoint Slides: Implementation Stages; Agreements in February, 2017; Listing of Upcoming City Council Items; and Details Needed for Project Approval Step. Discussion followed. D. Snow Season Operational Update (Including Use of Snow Gates) by Mark Cotter, Director of Public Works and Galynn Huber, Street Manager Presentation: 20 minutes followed by discussion. After opening remarks from Mark Cotter, Director of Public Works, the following PowerPoint Slides were reviewed by Galynn Huber, Street Manager: Facts; Salt Storage; Photos of Street Equipment; National Weather Service; Highest Seasonal Snow Totals in Sioux Falls; 2016 Snow Season Events; Snow Alerts Basics; How Snow Alerts Are Communicated; 2017 Snow Season Events; The Scoop on Snow Gates; The Scoop on Snow Gates; Snow Gate Challenges; and Snow Gate Challenges. Discussion followed. A three minute video was shown illustrating the use of snow gates from a motor grader. 5. Adjournment Council Vice Chair Rick Kiley adjourned the meeting at 6:14 p.m. Tamara Jorgensen, MMC Assistant City Clerk
