MINUTES Tuesday, March 14, 2017 Informational City Council 4:01 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley (arr. 4:02 p.m.), Greg Neitzert (arr. 4:02 p.m.), Rex Rolfing, Marshall Selberg, Pat Starr (arr. 4:02 p.m.), and Theresa Stehly (arr. 4:02 p.m.) Members Absent: Mayor Mike T. Huether 1. Call To Order City Council Chair Rex Rolfing called the meeting to order at 4:01 pm. 2. Audit Committee A. Meeting of Monday, March 13, 2017 Audit Committee Chair Rolfing reviewed the minutes as follows: the introduction of Jenn Tanno as the new Internal Auditor; a review of Audit Reports; External Audit of the City's Financial Statement; the Annual Audit Plan; and continuing education training for audit staff. 3. Fiscal Committee A. Working Session of Tuesday, March 7, 2017 Fiscal Committee Chair Michelle Erpenbach reviewed the notes from the Working Session with emphasis on the Youth Prevention Services line item in the budget. 4. Urbanized Development Commission (UDC) A. Meeting of Thursday, March 9, 2017 Rolfing announced that Carol Twedt has agreed to serve as Chairperson for this committee. He provided an update on the following topics: UDC Bylaws Revision; 2018 Unified Planning Work Program Public Participation Plan; Projects for FTA Section 5310 Program Funding; 2017-2020 Transportation Improvements Program Revision #17-005; Sioux Falls MPO 2016 Year End Report; 2016 Unified Planning Work Program Transfer #2016-01. 5. City Council Open Discussion Council Member Pat Starr stated that he and Council Members Greg Neitzert, Marshall Selberg, and Theresa Stehly attended a meeting last week with the Issues Management Committee which is a part of the Sioux Falls Chamber of Commerce. The Council Members were asked to describe their goals for the next year and of what the Council is doing for the City. Discussion followed. Council Member Rick Kiley said the Annexation Task Force’ first meeting will be held on Tuesday, April 11, 2017, at 2 p.m., at the Siouxland Library in Meeting Room B. Kiley read a portion of an email that further describes the task force. Mike Cooper, Director of Planning and Building Services, provided the following information regarding the Annexation Task Force. The Task Force is comprised of the following: Council Members Neitzert, Kiley and Selberg; a citizen from each of the following areas: Northeast, Southeast, Southwest, and the West side of Sioux Falls. Discussion followed. 6. Presentations A. Engineering Design Standards and Sidewalk Ordinance Updates by Shannon VerHey, Assistant City Engineer and Lance Weatherly, Principal Engineer Presentation: Approximately 20 minutes followed by discussion Shannon VerHey, Assistant City Engineer reviewed the following PowerPoint Presentation Slides: Agenda-Engineering Design Standards; Timeline; Engineering Design Standards/Chapter 11 Drainage Improvements; Engineering Design Standards/Chapter 12 Erosion and Sediment Control; Background - Accessible Sidewalk; Chapter 16 Overview; Typical Curb Ramps at an Intersection; Dual Curb Ramps; Intersection Design; Sidewalk Width & Passing Areas; Applicability; More Design Detail; Protruding Objects; Accessible Sidewalk Ordinance Update - Chapter 96; Applicability; Implementation, Communication, and Education Strategies. Discussion followed. B. Ice & Recreation Center and 49th Street Roadway Improvements Update by Mark Cotter, Director of Public Works, and Mike Cooper, Director of Planning and Building Services Presentation: Approximately 10 minutes followed by discussion Cooper and Mark Cotter, Director of Public Works, provided updates regarding the Ice and Recreation Center and the ongoing discussions with the Glory House. A letter was distributed from the Real Estate Office for the City of Sioux Falls summarizing an Ice and Recreation Center property and the appraisal report.  Discussion followed. Erpenbach expressed appreciation to Directors Cooper and Cotter for their assistance and review of this subject as it is an important project to both the City Council and to the citizens of Sioux Falls. C. Arterial Street Sidewalk Assessments by Mark Cotter, Director of Public Works Presentation: Approximately 20 minutes followed by discussion Cotter reviewed a Sidewalk Installation flowchart, sidewalk installation responsibilities, an assessment summary for S. Western Avenue from W. 69th Street to La Quinta Street and a sidewalk assessment exhibit for E. Arrowhead Parkway from S. Sycamore Avenue to S. Highline Avenue. Discussion followed. 7.
