MINUTES Tuesday, March 21, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Michelle Erpenbach, Rex Rolfing and Mike T. Huether 1. Call To Order Council Vice Chair Rick Kiley called the meeting to order at 4 p.m. 2. City Council Open Discussion Councilor Christine M. Erickson spoke about a 12-year-old child who was caught selling marijuana at his middle school. She challenged the Council to try to identify measurable ideas regarding drug prevention in the community. Councilor Pat Starr thanked the Public Works Department for allowing the Council the opportunity to watch the installation of a 72-inch sewer line on Cliff Avenue. Councilor Marshall Selberg spoke about the Pothole Hotline. He said that he and his daughter went searching for potholes recently, made a list of them and submitted them to the hotline. He said the next day they were repaired. He encouraged the public make use of the hotline by calling 367-8002. Kiley said next Tuesday there will be a City Council Working Session regarding the Council's Policy and Procedures Manual. Also on Tuesday, April 11th, will be the first Annexation Task Force meeting. It will be held at the Main Library, Meeting Room B, from 2-3:30 p.m. Councilor Theresa Stehly mentioned that there will be an annexation tour. Discussion followed. 4. Presentations A. Follow-up to Fuel Control Audit by Ashley Stroschein, Internal Auditor Ashley Stroschein, Internal Auditor, presented the report, which was approved last week by the Audit Committee. The audit was a follow-up of three recommendations made in a 2011 audit. She provided some background information, the objectives, scope and methodology, results, and new audit  recommendations. B. 2017 SculptureWalk Program Presentation by Jim Clark, SculptureWalk Director Russ Sorenson, Urban Planner, introduced Jim Clark, Executive Director of the SculptureWalk program, and gave a brief history of SculptureWalk. Clark presented slides revealing the 56 sculptures and alternates that will make up SculptureWalk 2017. He said this is the 14th year for the program and provided some program statistics. Overall, there were 120 entries for this year. Discussion followed regarding: being an alternate; purchasing a sculpture; compensating the artist; the People's Choice Award; insuring the sculptures; and the SculptureWalk volunteers. C. Code Enforcement 2016 Annual Report by Matt Tobias, Code Enforcement Manager Matt Tobias, Code Enforcement Manager, presented the 2016 Code Enforcement Annual Report. He introduced the Code Enforcement Management team and read their Mission Statement. The report focused on: Coordination Efforts; Collection of Citations and Costs; Code Enforcement Website; Rental Registration Program; Fire Prevention Apartment Inspections; Growing Resilient Campaign Sioux Falls; Public Education and Outreach; Proactive Neighborhood Interaction; Project NICE and Project KEEP; Neighborhood Cleanup and Beautification; Froelich Addition Neighborhood Clean-Up; Garfield Addition Neighborhood Clean-Up; Neighborhood Canvas between Code Enforcement, Community Development, and Crime Prevention; Parking Strip Ordinance; National Night Out; Sixth Annual Neighborhood Summit; City Programs; Rental Rehabilitation Program; Neighborhood Revitalization Program; Building Demolitions/Notice to Vacate; Abandoned & Substandard Manufactured Homes Pilot Project; Home Foreclosure Tracking; Departmental Code Enforcement Statistics; and the Primary Goal for 2017. Discussion followed regarding: compliance and court cases; Affordable Housing Solutions; communication with landlords; Mobile Home Pilot Project; rental registration; Code Enforcement procedures; appreciation of the Code Enforcement team; snowgates, snow removal and report an employee contact information; Froelich Addition Neighborhood Clean-Up; Rental Rehabilitation Project; Parking Strip Ordinance; increase of inspections. D. Sioux Falls Thrive and Housing Needs Assessment by Candy Hanson, Sioux Falls Thrive Candy Hanson, President of Sioux Falls Thrive, provided an introduction to the new non-profit group. She spoke about the following: Workforce Attraction,  Retention & Development; Cradle to Career Models; Collective Impact; and the Five Conditions for Collective Impact. Suzanne Smith, Senior Research Associate for Augustana Research Institute, presented information regarding the Sioux Falls Affordable Housing Needs Assessment 2016 pilot project. Hanson spoke about Sioux Falls Thrive's mission statement, organization chart, board of directors, strategy council, action team, and engagement collaboratives. Discussion followed on: Sioux Falls Thrive's presentation at a recent Minnehaha County Commission meeting; the Ecosystem; What's affordable?; Income Inequality; homeless children and working with school districts; tracking new residents; making sure children thrive; celebrating the program; poverty and its effects on a child's ability to learn; needs assessment; and providing information to the different action teams. 5.
