1. Call To Order
Council Chair Rex Rolfing called the meeting to order at 4:01 p.m.

Council Vice Chair Rick Kiley reviewed the meeting.
3. City Council Open Discussion
Council Member Theresa Stehly thanked Jason Bieber and Albert Schmidt, Planning and
Building Services, for a tour they provided of City annexation areas. She discussed the
forthcoming Annexation Task Force meetings and noted that she'll be contacting
residents in those areas about the task force; she invited other Council Members to join
her. Stehly also discussed efforts to inform the public about the boulevard ordinance. She
also noted the experience of sitting in on the Board of Equalization for the first time. She
expressed her desire to have the Council included in discussions about planning for it
next year.
Council Member Christine Erickson noted her efforts to explore ways to equalize
assessments of similar classes of property at one time.
Kiley discussed a recent staff meeting about the equalization process that explored ways
to better facilitate the work of the local board. Discussion followed.
4. Presentations
A. Lincoln & Minnehaha Counties Pre-Disaster Mitigation Plan by Regan Smith,
Emergency Manager
Presentation: Approximately 10 minutes followed by discussion.
The following information was presented: the purpose of the Pre-Disaster
Mitigation (PDM) Plan; importance of a PDM plan; participating jurisdictions; the
PDM planning process; examples of natural hazards and eligible Hazard
Mitigation Grant Program projects; and, how to find the plan online. Discussion
about the plan's purpose and scope followed.
B. Primary Digester Mixing System Improvements, Clean Water SRF Loan # 38 by
Mark Cotter, Director of Public Works and Trent Lubbers, Utility Operations
Administrator
Presentation: Approximately 20 minutes followed by discussion
The presentation included: an overview of the project location, purpose, and need;
the total project cost, loan term, and schedule; and Non-Point Source Funds. A
detailed overview of the Water Reclamation Treatment and Solids Digester
System and the proposed project was provided. Mark Hierholzer, Wastewater
Operations Supervisor, explained how water is treated throughout the process.
Discussion about the differing systems (primary and alternate), previous
construction efforts at the plant, citizen tours, the overall investment in the
watershed, life expectancy of new digesters, the wastewater master plan, current
and expected plant capabilities, and usage followed.
C. 2017 National Citizen Survey Results by Jim David, Operations Manager
Presentation: Approximately 15 minutes followed by discussion
The presentation included background information about the survey and the
following measures: livability, mobility, the economy, governance, city services,
top 10 tax dollar priority areas, transportation funding priorities, health issues, and
economic and workforce development. Discussion about the timing of the survey,
cost, response rate, and trends followed.
5. Adjournment
Council Chair Rex Rolfing adjourned the meeting at 5:14 p.m.
