Districting Commission Meeting 3:01 PM

Members Present: Jeffrey Eckhoff, Debra Elofson, James Fry, Mark Millage, Jason Wierenga
Members Absent: None
1. Call To Order
City Clerk Tom Greco called the meeting to order at 3:01 p.m.
2. Introductions and Opening Remarks
Members of the Districting Commission and staff provided brief introductions.
3. Presentations
A. South Dakota Open Meeting Laws and Ethics by Dave Pfeifle, City Attorney
City Attorney Dave Pfeifle provided Commission Members with a review of key
provisions within the South Dakota Open Meeting Laws and Sioux Falls Ethics
Ordinance. Pfeifle noted each member had a hardcopy version of said provisions,
but also encouraged members to contact the City Attorney's Office if needed.
B. Districting Commission Purpose, Responsibilities, and Process by Tom Greco,
City Clerk
Greco provided an overview of the Commission's purpose, responsibilities, and
process. He emphasized the key requirements of the Commission and offered a
proposed timeline to ensure Districting tasks were complete by late Summer of
2017.
C. Districting Criteria and Map Review by Jeff Schmitt, Chief Planning and Zoning
Official
Jeff Schmitt, Chief Planning and Zoning Official, discussed the five Districting
Criteria found in Section 6.02 of the Sioux Falls City Charter. He also discussed
the present population estimates for each of the five districts. Schmitt
also discussed the process for determining proposed changes to districts, the basis
for the current population estimate, and the steps his office takes to produce map
options requested by the Commission. Discussion followed.
4. Discussion of Next Meeting Date and Time
The Commission agreed that the next meeting will be held on Monday, April 24, 2017, at
3 p.m. in Carnegie Town Hall.
5. Open Discussion
The Commission requested that Schmitt return to the next meeting with two to three map
options for consideration. It was recognized that these options would be used as a means
to open dialogue about possible plans. The next meeting will also include selection of a
Commission Chair.
6. Adjournment
City Clerk Tom Greco adjourned the meeting at 3:45 p.m.
