MINUTES Tuesday, April 11, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. Rolfing provided comments about the Annexation Task Force meeting held today at 2 p.m. 2. Fiscal Committee A. Meeting of Tuesday, April 4, 2017 Committee Chair Michelle Erpenbach provided an update on the discussion regarding the youth prevention line item in the budget. Discussion will continue at the next Fiscal Committee Meeting on Tuesday, May 2, 2017. 3. City Council Open Discussion Council Member Rick Kiley spoke regarding the Annexation Task Force meeting and provided a breakdown of the topics covered at the meeting. He expressed appreciation to the members of the Task Force for their input and assistance. Kiley stated that the following items will be available on a link on the city’s homepage at www.siouxfalls.org: the schedule for upcoming meeting(s), presentations, maps, and exhibits. Erpenbach stated that she has forwarded Kiley's opening remarks to citizens to provide clarification regarding the annexation process and policy, and how these meetings are the beginning of determining a future process regarding annexations. Council Member Theresa Stehly spoke about the benefits of having citizens attend the Annexation Task Force meeting as they may be impacted by some of the decisions made at these meetings. Stehly stated that tomorrow, April 12, 2017, marks one year since she has been elected. She expressed gratitude to the City Council staff for their assistance in helping the City Council members with their duties. 4. Presentations A. Glory House Update by Mike Cooper, Director of Planning and Building Services; and Mark Cotter, Director of Public Works Presentation: Approximately 15 minutes followed by discussion. The following information was presented: Ice and Recreation Center Land; Background; Survey Complete; Reached Tentative Agreement With Glory House; Proposed Subdivision; Conditions on Conveyance; and Next Key Steps. David Johnson, President of the Glory House, spoke regarding the collaboration effort of this project. He expressed appreciation to the City for supporting this project; and stated that this will mean a great deal to their clients. Discussion was held about the process and the agreement. B. Community Development Annual Contracts by Les Kinstad, Community Development Manager; and Brent O'Neil, Economic Development Manager Presentation: Approximately 20 minutes followed by discussion. The presentation included: Community Development Annual Agreements; Downtown Sioux Falls, Inc., Sioux Falls Development Foundation; USD Discovery District; and the Bishop Dudley Hospitality House (BDHH). Discussion was held about financial terminology and stipulations about collecting compensation, the positive aspects about the City of Sioux Falls because of collaboration, the Special Projects Fund, funding for the Bishop Dudley Hospitality House, and the 2018 budget.
