MINUTES Tuesday, April 18, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach (arr. 4:01 p.m.), Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. City Council Open Discussion Vice Chair Councilor Rick Kiley said the next Annexation Task Force meeting has been rescheduled to Wednesday, April 26, 2017, from 5:30 p.m. - 7 p.m., in the Council Chambers. He explained the advantages of changing the meeting location. Discussion followed. 3. Presentations A. March Monthly Financial Review by Tracy Turbak, Finance Director Tracy Turbak, Director of Finance, provided the review, which included PowerPoint slides regarding: Sioux Falls MSA Unemployment; Building Permits YTD Building Valuations; Sales Tax Collections w/out Audits Cumulative 12- Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits Cumulative 12-Month Rolling Growth Rate; Revenue & Expense YTD; Managing Slower Sales Tax Growth; Focus on Priorities; Monitor, Evaluate and Plan; and Make Hard Decisions. Discussion followed regarding: the 25% reserve funds; the 5% contingency plan; a request of departmental cuts; the amount the City receives from property taxes; a comparison of costs of March, 2016 vs. March, 2017; transit grant funding; operational budget; comparisons of tax revenue, from 2016 to 2017; and employee wages. B. Subdivision Ordinance Standards Project by Sam Trebilcock, Transportation Planner Sam Trebilcock, Transportation Planner, presentation on Updating Subdivision  Ordinance Standards focused on: Goals and Process; Subdivision Ordinance - Purpose; Why are Subdivision Ordinances Needed?; City of Sioux Falls Development Review Process; Preliminary Plan Example; Subdivision Standard Update Consideration; Neighborhood Street Visual Survey; and the Public Involvement Process. Discussion followed regarding: flag pole lots; apartments; street choice; annexation of land; drainage runoff; low impact development standards; and open house concerns. Rolfing said the April 25th Informational and Joint City Council/Minnehaha County meetings are cancelled. There will be a Joint City Council/Lincoln County Commission meeting in Canton, at 7 p.m. 4.
