MINUTES Tuesday, May 2, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert (arr. 4:04 p.m.), Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Land Use Committee A. Tuesday, April 18, 2017 Council Vice Chair Rick Kiley and Council Member Michele Erpenbach reviewed the meeting discussion about Rental Housing Registration. 3. City Council Open Discussion Council Member Theresa Stehly noted the change in seasons and discussed the recording of public meetings. Council Member Pat Starr spoke about a recent visit by venture capitalist Paul Singh that included discussions about entrepreneurship, investing, and starting businesses in Sioux Falls. Starr thanked those who made the visit possible and productive. Kiley discussed Teacher Appreciation Day and encouraged all to note the valuable impact teachers continue to have. 4. Presentations A. USD Discovery District Update by Rich Naser, President, University of South Dakota Research Park Presentation: Approximately 15 minutes followed by discussion Naser's presentation included: background information about the USD Discovery District; its economic impact; development opportunities and goals; recent activity; construction; next steps; and, the budget. Discussion about federal, state, and city funding; street ownership; Board of Regents involvement; land use; and  funding mechanisms followed. B. Mixed Use Parking Ramp by Daren Ketcham, Director of Community Development; Matt Nelson, Public Parking Manager; and Brent O'Neil, Economic Development Manager Presentation: Approximately 30 minutes followed by discussion Nelson's presentation included information about: past milestones; current status; design details; occupancy; future milestones; and, future council actions. Discussion about the occupancy strategy; growth possibilities; economic return; taxpayer protection; 2nd penny sales tax; investors; parking system funding; and, the downtown development vision followed. 5.
