MINUTES Tuesday, May 16, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach (arr. at 4:08 p.m.), Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Urbanized Development Commission (UDC) A. Thursday, May 11, 2017 Councilor Pat Starr spoke about the following: the election of the new chairperson, Carol Twedt; Transportation Improvement Programs (TIP); the Minnehaha County Intersection Study; and an Informational presentation on I-229 and Exit 77. Discussion followed regarding diverging diamonds and medians. 3. City Council Open Discussion Councilor Theresa Stehly expressed her appreciation to Councilor Rex Rolfing, for his service as Council Chair. 4. Presentations A. April Monthly Financial Report by Tracy Turbak, Finance Director Tracy Turbak, Finance Director, spoke about: Sioux Falls MSA Unemployment; Building Permits, YTD Building Valuations; Sales Tax Collections w/o Audits, Cumulative 12-Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits, Cumulative 12-Month Rolling Growth Rate; Revenue & Expense YTD. Discussion followed regarding: recently bid projects and projects under construction; the new Administration building; the Midco Aquatic Center; where the Monthly Financial Status Report is located; the Events Center construction fund; the City's reserve fund; entertainment tax collections; the 2018 budget  process; sales tax growth rate optimism; YTD revenue; managing up; Internet Sales Tax; and the increase in population. 5.
