MINUTES Tuesday, May 9, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Pat Starr complimented the management and staff at the Washington Pavilion of Arts and Science for their recent production of "The Book of Mormon". Council Member Christine M. Erickson spoke about her recent tour of the Washington Square building with Councilors Greg Neitzert, Rick Kiley and Internal Audit Manager Kim Schroeder. Kiley added that they also viewed the building to the east, which is being renovated from a transmission shop. Rolfing stated that May is International Internal Audit Awareness Month. 3. Presentations A. Chapter 38 Election Ordinances Update by Tom Greco, City Clerk Presentation: Approximately 20 minutes followed by discussion Tom Greco, City Clerk, provided the review, which included PowerPoint slides regarding: City Ordinances and State Law; City Ordinances; State Law Highlights; Contribution Limits; State Law Highlights (cont'd.); and Revisions to City Ordinances. Discussion followed about: state law and voting centers, usage and availability of e-poll books, specific forms and their usage, procedure for mandatory voting precincts or polling places, technology and budget constraints, and streamlining all of the elections into one. Discussion was held regarding an update on the Districting Commission meetings.  At this time, Kiley announced that the Land Use Committee Meeting for Tuesday, May 16, 2017, has been canceled. 4. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor per SDCL 1-25- 2(1). A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Christine M. Erickson to go into Executive Session at 4:56 p.m. for the purposes of discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractors. A motion was made by Council Member Pat Starr and seconded by Council Member Therese Stehly to go out of Executive Session at 5:17 p.m. 5.
