1. Call To Order
Council Chair Rick Kiley called the meeting to order at 4 p.m.
2. City Council Open Discussion
Council Member Pat Starr stated that the Norton Acres Neighborhood Association will
be meeting on Saturday, June 17, at Lacey Park from 1 – 5 p.m. He stressed the
importance of associations like this one and commended their efforts.
Council Member Rex Rolfing noted that Sioux Falls will host the 2017 U.S. Youth
Soccer Region II Midwest Championships from June 23 – 28, at Yankton Trail Park.
This is the largest event the city has ever hosted.
Council Member Marshall Selberg spoke about his attendance at the recent
announcement that the PGA Champions Tour will host an event at the Minnehaha
Country Club in September 2018. He noted the positive impacts it is likely to have on the
city.
3. Presentations
A. Paramedics Plus Contract 101 by Jill Franken, Public Health Director and Julie
Charbonneau, EMS Quality Coordinator
Presentation: Approximately 20 minutes followed by discussion
Jill Franken, Public Health Director, and Julie Charbonneau, EMS Quality
Coordinator, reviewed the Sioux Falls Ambulance Provider Contract. The contract
was approved by the City Council on February 10, 2015, via Ordinance Number
13-15 with the contract commencing on May 21, 2015. Electronic copies of the
contract in its entirety can be found under Item 12 of the February 10, 2015, City
Council Meeting online agenda. Charbonneau explained: the history of the
contract; that the contract includes the agreement, the City’s Request for Proposal
(RFP) (with three addenda), and the Grantee’s Response to the Request for
Proposal. She went on to highlight key portions of the agreement and RFP. This
included an overview of the 17 agreement sections and 11 RFP sections. The
presentation highlighted core requirements to include response time compliance
requirements, response time penalties, fleet requirements, no system subsidy,
mutual aid and stand-by services, accreditation, staffing, and other administrative
provisions. Also discussed was an overview of the broader EMS system, for which
the ambulance provider is one of several components.
Discussion about response times, audit of response times, final outcomes, the no
system subsidy provision, mutual aid contracts, exemptions, billing, requesting
mutual aid, outliers, fines with the previous contract, REMSA authority, 911
codes, and Metro Communications policy followed.
4. Adjournment
Council Chair Rick Kiley adjourned the meeting at 6:04 p.m.
