Members Present: Christine M. Erickson, Michelle Erpenbach (arr. at 4:03 p.m.), Rick Kiley,
Greg Neitzert, Marshall Selberg, Theresa Stehly, Mike T. Huether
Members Absent: Rex Rolfing and Pat Starr
1. Call To Order
Council Chair Rick Kiley called the meeting to order at 4 p.m.
2. Public Services Committee
A. Meeting of Tuesday, June 20, 2017
Committee Chair Christine M. Erickson repeated that dog ordinances were
discussed, regarding: what is considered a vicious animal; changing some
legislation to model it after other communities; doubling off-leash fines; and not
being able to feed, trap or harbor stray animals. The committee voted to forward the
item to the Council. The committee also discussed the barking dog ordinance. No
changes were proposed at this time.
3. City Council Open Discussion
Erickson said she has worked at the soccer tournament and praised Council
Member Rex Rolfing, the Parks and Recreation Department, and City staff, for all
of their hard work. She relayed comments that she has heard from people praising
the soccer fields. Erickson said this has been a phenomenal event and hopes that
the City is able to get another tournament.
Kiley also complimented Erickson, Rolfing and the City on their involvement with
the soccer tournament.
Council Member Marshall Selberg said some members from the Annexation Task
Force went and toured the Split Rock area on Saturday. He said Kiley and Council
Member Greg Neitzert were also there. Selberg thanked the residents for
their hospitality.
4. Presentations
A. 2018-2022 Capital Program Presentation by Mayor Mike T. Huether
Mayor Mike Huether gave a PowerPoint presentation, which included the
following topics: People Keep Moving In; Investors Keep Building All Over
Town; Businesses Keep Hiring; Help Wanted Signs Keep Sprouting; Slowing
Sales Tax Growth Is Real; Softening Sales Tax Growth: Why?; Pain All Across
South Dakota; Sioux Falls Sounded the Warning Shot; Sioux Falls citizens will
invest $108 million in 2018 and $548 million over the next five years in capital
projects and equipment; $548.3 Million in Capital Program Revenue; $548.3
Million in Capital Program Spending; This Capital Improvement Plan Has Heavy
Emphasis on Streets and Utilities; Long-Awaited Opportunities Have Been
Captured Since 2010; $524 Million Invested in Streets and Utilities Since 2010;
Quality of Life Has Never Been Better: $205 Million Invested Since 2010; Other
Critical Investments That Will Serve Generations to Come!; Debt Is Being
Managed in a Very Prudent Manner; Per Capita Debt; Have Made $45.2 Million
in Cuts to Capital Plan; Street-Related Reductions to 2018-2022 Capital Program;
Other Tough Decisions Made; 2018-2022 Key Street Improvements; All Streets
Rated Very Poor (25 and Below) Will Be Improved by the End of 2019; Arterial
Street Improvements; Major Street Reconstruction Projects; Install Adaptive
Traffic Signal Systems to Reduce Traffic Delays; Utility Investments; Access for
Everyone; Downtown Railyard Redevelopment $2.3 Million; and the Levitt Shell
and Falls Park West.
Kiley said in three weeks the 2018 Budget Address will be presented. He added
that members of the Council have plenty of time to ask questions regarding the
budget and that there will be several budget working sessions, with the first one
being held on August 1st at 2 p.m.
5. Adjournment
Council Chair Rick Kiley adjourned the meeting at 4:44 p.m.
