MINUTES Tuesday, July 11, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach (arr. 4:09 p.m.), Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. Audit Committee A. Meeting of Thursday, June 29, 2017 Committee Chair Rex Rolfing reviewed the following topics: Recognition of Jason Forbes for his three years of service; Introduction of Dean Buckneberg as the newest member of the Audit Committee; Introduction of Abby Vandelanotte as the new Internal Auditor; an update on the external audit results for the City of Sioux Falls 2016 Financial Statements report; an update on Audit Report 17-04 - Cash Handling at the Sioux Falls Area Humane Society; and an update on Audit Report 17-01 - Ambulance Service Contract. 3. Fiscal Committee A. Meeting of Wednesday, July 5, 2017 Fiscal Committee Chair Michelle Erpenbach stated that the proposed 2018 City Council Budget was reviewed and discussed. 4. City Council Open Discussion There was none. 5. Presentations A. Zoos and the AZA Accreditation Process by Elizabeth Whealy, President and CEO of the Great Plains Zoo and Delbridge Museum of Natural History and Kris Vehrs, Principal Vice President, Association of Zoos and Aquariums Presentation: Approximately 25 minutes followed by discussion The presentation included: Your Great Plains Zoo: Caring for Animals; Accreditation Standards; AZA-Accredited Zoos; Great Plains Zoo Statistics; Great Plains Zoo Areas of Excellence; Asian Cat Exhibit; Hy-Vee Face-to-Face Farm; “Rare Rhinos of Africa”; “Monkeys, Magic and More”; Brown Bear Renovation; “Building a Community Pride”; Recent Successes in Connecting People to Nature; Areas of Excellence: Conservation; SAFE; Zoo Leadership; Dedicated, Professional Staff; Top 10%; and Your Progressive Zoo. Recognition was given to Elizabeth Whealy for her recent election to the AZA National Board of Directors, an honor bestowed on 13 people nationwide. Discussion followed about the availability of additional grants or funds with this accreditation; the Jungle Jubilee fundraiser on Thursday, August 3, 2017; the impact of the recent animal losses at the Zoo; the status of the elephant conservation efforts; and the increase in Zoo attendance. B. Annual Ambulance Service Report by Jill Franken, Public Health Director; Mark Postma, Vice President, Paramedics Plus; and Mike Bureau, Chief Operating Officer, Paramedics Plus Presentation: Approximately 20 minutes followed by discussion The report included: Response time performance standards; Interfacility Transfer Response Time Compliance; Clinical Performance Standards; Mission Lifeline Data Silver Plus Recognition; Cardiac Arrest Outcomes (2016); Initiation of Innovative Programs to Improve system Performance; Workforce Stability; Compliance of Pricing and Revenue Recovery Efforts; Compliance with Information Reporting Requirements; and Summary. Gary Myers, REMSA Board Chair, stated the REMSA Board reviewed and approved the Annual Ambulance Contract Performance Report. Mike Bureau, Chief Operating Officer for Paramedics Plus provided updates. The presentation included: Clinical Outcomes; Cardiac Arrest Registry to Enhance Survival; Employee Engagement; American Ambulance Association Stars of Life; Wages & Salaries; Customer Satisfaction; Emergency Compliance; Growth; and System Improvement. Discussion about the increased costs for medical supplies; employee salaries, hiring and turnover; forced entry; contract negotiation; policy for Narcan; customer surveys; use of hospital facilities; the tour at Metro Communications; and the mutual aid process followed.
