1. Call To Order
Council Chair Rick Kiley called the meeting to order at 4 p.m.
2. Urbanized Development Commission (UDC)
A. Thursday, July 13, 2017
Committee Member Rex Rolfing provided a report on the following topics: a
MPO Memorandum of Understanding, which recognized Tea and
Harrisburg as major cities; the Final Draft of the 2018 Unified Planning Work
Program; the 2017 Unified Planning Work Program Amendment #2017-02; the
2040 Long-Range Transportation Plan Amendment Resolution #2017-01; the
Sioux Falls MPO Self-Certification; the 2017-2020 Transportation Improvements
Program Revision #17-007; the First Draft of the 2018-2021 Transportation
Improvement Program; and were presented the draft of the State of South Dakota
Freight Plan.
3. City Council Open Discussion
Council Member Pat Starr relayed a message from Council Member Theresa
Stehly that she is not at the meeting due to presenting a proposal to the Parks and
Recreation Board meeting, which began at 4 p.m.
Council Vice Chair Christine M. Erickson said there will be public input allowed
for Item 51 at tonight's meeting.
4. Presentations
A. Waste Hauler Recycling Rate-Yard Waste Policy Update by Andy Berg,
Environmental/Stormwater Manager; and Jessica Sexe, Sustainability Coordinator
Jessica Sexe led the presentation and began by thanking the Solid Waste
Board, haulers and members of the recycling community. The policy update
focused on: the Local Solid Waste Industry; Recycling Requirements; Recycling
Rate Calculation; Why Remove Yard Waste?; Industry Support;
and Implementation.
Discussion followed regarding: haulers who wouldn't have made recycling
requirements last year if yard waste hadn't been included; the new rates; yard
waste container service; what haulers can do with yard waste; handout sent to
customers; reflections of a recycling tour; how to encourage consumers to recycle
at home; enforcement of haulers not meeting the minimum recycling standard;
electronics recycling; landfill lifetime extension; and a complimentary email from
a citizen.
B. Sioux Falls Area Humane Society Cash Handling Audit by Ashley VanDeBerg,
Internal Auditor
Ashley VanDeBerg presented the audit report, which included information on:
background; objectives; scope and methodology; results; and recommendations.
Discussion followed regarding: recommendations and responses; sequential
receipts and software limitations; response to a tour of the Sioux Falls Humane
Society; funds generated through fees; and management's request of the audit.
C. Ambulance Service Contract Audit Report by Ashley VanDeBerg, Internal
Auditor
VanDeBerg presented the audit, which included information on: background;
objectives; scope and methodology; and results.
Discussion followed regarding; absence of recommendations; mutual aid
agreements; response times; 911; complaints regarding mutual aid agreements; no
changes to the compliance of the audit; and Paramedic Plus keeping up with
contract stipulations.
5. Adjournment
Council Chair Rick Kiley adjourned the meeting at 4:50 p.m.
