MINUTES Tuesday, November 14, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Michelle Erpenbach (arr. 4:32 p.m.), Christine M. Erickson, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order City Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. Urbanized Development Commission (UDC) A. November 9, 2017 Council Member Rex Rolfing provided the following updates: the re-election of Carol Twedt as Chairperson; Committee appointments; a review of the listing of obligated projects and bids; a review of the access plan of the SECOG Building (for ADA compliance); the public meetings and participation for the Exit 9 on I-229 (Benson Road); the Tea Corridor Study; the 85th Street overpass; and the City of Sioux Falls sidewalk inventory. 3. City Council Open Discussion Council Member Greg Neitzert spoke about the recent renovations and improvements to the downtown bus depot. He stated that he had taken part in the free bus rides and attended different meetings. Council Member Christine M. Erickson provided an update on yesterday’s TIF Forum partnered with the Chamber of Commerce. Council Member Theresa Stehly spoke regarding her attendance at the TIF Forum and requested that county and school officials be invited in the future. Erickson responded that the Sioux Falls School Board and Administration were invited to attend these meetings. Discussion was held regarding the invitation process. Council Member Rex Rolfing asked Daren Ketchum, Director of Community Development, for clarification on communications with the counties and the school district regarding TIF projects. Ketchum stated that his department has offered to put on presentations at school district and county meetings regarding TIF projects. Council Member Marshall Selberg stated he attended a ceremony at Washington High School honoring veterans. The Sioux Falls Chamber of Commerce sponsors the Military Affairs Committee presentation. The event was well attended and Selberg thanked veterans for their service. Rolfing stated that the Prairie Green Golf Course is in terrific shape and encouraged others to golf while the courses are still open. Kiley spoke about attending the Compassionate Sioux Falls awards ceremony on Monday, November 13, 2017. This event was hosted by Colleen M. Moran, Assistant City Attorney/Human Relations Manager/ADA Coordinator for the City of Sioux Falls. Kiley stated that Assistant City Clerk Denise D. Tucker received a "2017 Appreciation for Showing Compassion in the Community" award. Kiley noted Tucker's selfless devotion to helping others and participation in community events. 4. Presentations A. 2018 Election Overview by Tom Greco, City Clerk Presentation: Approximately 15 minutes followed by discussion City Clerk Tom Greco provided updates regarding the 2018 Election with a focus on the following subjects: Topics; General Information; Existing Agreements; Key Election Tasks; Election Information links and showing where to find information on the City of Sioux Falls website. Discussion followed regarding: testing the voter tabulation machines; turnout statistics for mayoral elections; the timeline for counting absentee votes; precinct information; the process for setting the date of the election and communication with the School Board; the budgeted costs for the election and the runoff election; a request to post financial reports quickly; the deadline for Charter Revision Commission items; the process for a candidate changing their choice for which office to run for; and using school locations as voting precincts. B. Mixed Use Parking Ramp by Daren Ketcham, Director of Community Development and Matt Nelson, Public Parking Manager Presentation: Approximately 20 minutes followed by discussion Ketcham reviewed the following PowerPoint Slides: Historical Perspective; There is a Strong Need for Parking Right Now; Project Goals; Project Team; and Project Details. Tracy Turbak, Director of Finance, reviewed the following PowerPoint Slides: City Project Budget; What we get for our investment; Project Funding; Use of Bond Proceeds; Parking and Fund Cash Flow Forecast; Ketcham closed with the following review: Private Development; Upcoming Council Actions; and Project Timeline. Discussion followed regarding the following topics: Stress testing the forecast models; rates and user fees; public support of the project; property tax assessments; whether or not sales tax dollars are used to support this project; the appearance of the project; the projected use for the square footage; price escalation; the 80 year life expectancy of the project; and the fact that downtown parking had been initially discussed in 2009. Kiley provided the following timeline clarification: the first reading for this item is Tuesday, November 21, 2017; the second reading for this item is Tuesday, December 5, 2017. The second reading is the date for final City Council action on this item. 5. Adjournment Council Chair Rick Kiley adjourned the meeting at 6 p.m. Tamara Jorgensen, MMC Assistant City Clerk
