MINUTES Tuesday, December 5, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. Land Use Committee A. Tuesday, November 21, 2017 Council Chair Rick Kiley summarized the discussion about Street Lighting Engineering Design Standards Changes. 3. City Council Open Discussion Council Member Theresa Stehly spoke about the Wells Fargo Neighborhood Lift Program. Information about the program can be found at growsd.org. 4. Presentations A. Quarterly City Administration Building Update by Sue Quanbeck Etten, Director of Central Services Presentation: Approximately 10 minutes followed by discussion Sue Quanbeck Etten, Director of Central Services, provided a presentation which included milestones to date, tours of the construction site, current construction activity, next steps, and a financial update. Discussion about the types of concrete used on the building, budget, and geo-thermal drilling followed. B. Annexation Task Force Report by Councilor Rick Kiley and Mike Cooper, Director of Planning & Building Services Presentation: Approximately 20 minutes followed by discussion Council Chair Rick Kiley transferred Presiding Officer duties to Council Vice  Chair Christine M. Erickson for the remainder of the meeting. Council Chair Rick Kiley spoke about the creation and purpose of the Task Force, its composition, meeting frequency, conduct of the meetings and open house, and information dissemination. He recognized members of the Task Force, public communication efforts, goals, and meeting topics. Mike Cooper, Director of Planning & Building Services, explained the meeting topics in detail, to include: annexation law; a history of city-initiated annexations; a review of current unannexed property; recent and upcoming CIP projects; assessment law; the financial impact of an annexation on a property owner; engineering design standards and ADA requirements; the impact on development if limitations are imposed based on pockets of unannexed land being developed; annexation criteria; and, notifications and communications. Cooper noted the full annexation report can be found on the City’s website. Recommendations of the Task Force focus on: communications; city-initiated annexation criteria; the allowance of minimum standards for infrastructure improvements; consideration of the financial impact of annexation on property owners prior to proceeding with annexation; and agreement on definitions of terms. Kiley wrapped up with a review of the next steps and thanked citizens who participated in the meetings. Discussion followed about: clarification of sidewalk recommendations; federal ADA requirements; the effect of the forthcoming resolution adopting the report; the meetings venue; the scope of changes resulting from the recommendations; how the report recommendations may be used by staff and the Council; pre- annexation agreements; participation by the public; septic systems; annexation criteria; pre-annexation agreements; and, whether any state legislative changes would be required based on the report. 5.
