1. Call To Order
Council Chair Rick Kiley called the meeting to order at 4 p.m.
2. City Council Open Discussion
Council Member Theresa Stehly said she joined Downtown business leaders
yesterday touring five businesses as a kickoff for Small Business Saturday.
3. Presentations
A. October Monthly Financial Report by Tracy Turbak, Finance Director
Presentation: Approximately 15 minutes followed by discussion
Tracy Turbak, Finance Director, presented a PowerPoint for the October Monthly
Financial report. He spoke about: the Sioux Falls MSA Unemployment; Building
Permits, YTD Building Valuations; Sales Tax Collections w/out Audits,
Cumulative 12-Month Rolling Growth Rate; Entertainment Tax Collections w/out
Audits, Cumulative 12-Month Rolling Growth Rate; Revenue & Expense YTD;
and Sales Tax Bond Refunding (2007 A - Lewis & Clark Bonds).
B. Mechanical: Let's Get Acquainted by Gary Klarenbeek, Chief Mechanical
Inspector
Presentation: Approximately 10 minutes followed by discussion
Gary Klarenbeek, Chief Mechanical Inspector, presented a PowerPoint
presentation regarding the mechanical inspection division. He spoke about: the
three inspectors, their years of experience and territories; the primary concern for
the division is the life/safety aspect of HVAC systems; working with the public
and contractors to ensure code compliance; they performed 11,086 onsite field
inspections in 2016, and 9,649 by the end of October 2017; they inspect both new
construction installations and replacements of existing appliances; and they look at
commercial systems like restaurant hoods and hazardous material ventilation.
Discussion followed regarding: who inspects natural gas piping and household
dryers; why high efficiency appliances shut down due to lack of fresh air; staff
workload and management; staffing; carbon monoxide detectors; placing
homeowner tips in the water bill; average time for inspections and travel time;
thanking the division for their work; and permitted remodels.
4. Adjournment
Council Chair Rick Kiley wished everyone a Happy Thanksgiving and adjourned
the meeting at 4:31p.m.
