MINUTES Tuesday, December 12, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr (arr. 4:16 p.m.), and Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. City Council Open Discussion There was none. 3. Presentations A. Golf Course Management Contract by Don Kearney, Director of Parks and Recreation; Tracy Turbak, Director of Finance; Gregg Greenfield, Attorney for Greenfield Roter Law, PC Presentation: Approximately 20 minutes followed by discussion Don Kearney, Director of Parks and Recreation, reviewed the following PowerPoint Slides: Background/Current Status and Selection Process. Tom Everett, Landscapes Unlimited, reviewed the following PowerPoint Slides: Background Experience; Our Core Business; Notable Landscapes Clients; Golf Management; LMC Business Services; Key Elements of our Discussions; and In Summary...Why Landscapes? Gregg Greenfield, Greenfield Roter Law, PC, reviewed the following PowerPoint Slide: Contract Terms. Tracy Turbak, Director of Finance, reviewed the following PowerPoint Slides: Financial Contract Terms. Kearney provided closing remarks and reviewed the following PowerPoint Slides: Major Investments Create Great Foundation! and Looking Forward To The Future. Discussion followed regarding: Appreciation expressed to the previous operators and acknowledging the quality of the courses; the transition plans between the two organizations; current asset and leasing arrangements; capital funds owed to Dakota Golf; financial agreements with the new management company; the RFP and selection process; financial projections for the golf courses; who will perform the annual independent audit; the existing customer base with Landscapes Unlimited; the results of deferring a decision on this contract; membership in our competitive market; health insurance programs for employees during the transitional period; and management fee contracts. Council Member Theresa Stehly requested an update from Tom Jansa, President and Director of Golf for Dakota Golf. Jansa spoke regarding the status of the existing equipment assets; and the agreements regarding capital equipment acquisition and management. He requested an update by next week regarding the decision that will be made regarding equipment and asset distribution. B. SIOUXPERHERO Citizen Recognition Program by Councilor Marshall Selberg Presentation: 10 minutes followed by discussion Councilor Marshall Selberg stated that this recognition program will provide an opportunity to recognize the good stories and good people in Sioux Falls. This award will be focused on positive accomplishments and encourage others to be involved. The plan is to recognize at least one individual at the first meeting of each month. These individuals would receive a recognition certificate and have their names added to a plaque in Carnegie Town Hall. There may also be opportunities for media involvement including CityLink. Discussion followed regarding: the recognition this will provide to those who are performing positive acts of kindness; the costs associated with this program; and the City Council expressed support for this program. 4.
