MINUTES Wednesday, December 20, 2017 4 PM Charter Revision Carnegie Town Hall Commission Meeting 235 West Tenth Street Members Present: Robert Thimjon, Pauline Poletes, Sue Aguilar, Jill Entenman, Justin Smith Members Absent: None Staff Present: Daniel J. Brown, Assistant City Attorney; and Cari Hanzel, Paralegal/Clerk 1. Call To Order Commission Chair Robert Thimjon called the meeting to order at 4 p.m. 2. Approval Of Minutes A. December 6, 2017 A motion was made by Justin Smith and seconded by Jill Entenman to approve the minutes dated November 15, 2017. Commission Chair Thimjon called for a voice vote. All members voted yes. Motion Passed. 3. Old Business A. Charter Article IX - Transition/Separability 1) Section 9.05. Schedule, (f) salary of mayor and council members The mayor’s salary having been established in the amount of $75,000 by this provision in 1995, each other council member shall receive an annual salary in the amount of fifteen (15) percent of the mayor’s salary. The mayor’s salary shall automatically be adjusted annually for inflation or deflation with each other council persons salary thereafter adjusted to be equal to fifteen (15) percent of the mayor’s new adjusted salary. No meeting fees shall be paid to the mayor nor city council members. Committee Member Jill Entenman recused herself from the discussion and the vote on Item 3A. City Council Budget Analyst David Bixler reviewed the information distributed on the following charts: Disbursement of City Employees Compensation, Mayor-  Council/Adermanic Form of Government, Mayor-Council/City Manager Form of Government, Mayor Compensation, and Councilor Compensation in Relation to Mayor. The cities represented on the charts are: Sioux Falls, SD; Rapid City, SD; Watertown, SD; Lincoln, NE; Omaha, NE; and Council Bluffs, IA. Bill O'Toole, Director of Human Resources, stated that the administration is hiring an outside consultant to engage in a compensation and benefits study. O'Toole asked if the committee would like the consultant to collect data regarding salaries of Mayors and Council Members. After discussion, several members of the commission stated they would like to have additional meetings in 2018 regarding this topic. A motion was made by Sue Aguilar and seconded by Justin Smith to accept Director O'Toole's offer to include the City Council and Mayor in the study that will be completed by April, 2018. Thimjon asked for a voice vote. All members present voted yes. Motion Passed. 4. New Business A. Summary Report and Official Ballot Jill Entenman returned to the meeting. Thimjon stated there would not be any items to add to the ballot for the 2018 election. Discussion was held regarding what additional steps would be needed for the summary report. 5. Public Input Scott Ehrisman spoke about his disappointment in the lack of items for the ballot stating several of the items should have been made available for public vote. 6. Open Discussion The next meeting of the Charter Revision Commission will be held on Wednesday, June 13, 2018, at 4 p.m. The meeting will be held at the Carnegie Town Hall, 235 W. 10th Street. 7.
