MINUTES Tuesday, January 9, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. Fiscal Committee A. Tuesday, January 2, 2018 Committee Chair Michelle Erpenbach provided an update stating the Fiscal Committee is reviewing non-profit contracts. Today’s presentation is part of the review conducted last week. 3. City Council Open Discussion Council Member Marshall Selberg stated that the Land Use Committee Meeting for Tuesday, January 16, 2018, is canceled. 4. Presentations A. Non-Profit and 3rd Party Contracts by David Bixler, Budget Analyst Presentation: 10 Minutes followed by discussion. Budget Analyst David Bixler reviewed the following PowerPoint slides: Entities/Programs Funded by CDBG Funds (which includes Community Development Block Grants, Inter-Lakes Community Action Partnership, and Habitat for Humanity); Contracted Services (which includes the Humane Society, Help!Line Center, and 211 Disaster Recovery); Services City Would Need To Provide; (which includes the Children’s Inn, The Compass Center, and the Bishop Dudley Hospitality House); Joint Funding/Agreements (which includes the Sioux Falls Homeless Advisory Board, the Sioux Falls Multi-Cultural Center, Forward Sioux Falls V, and the USD Discovery District); and Tourism (which includes the Sculpture Walk).  Erpenbach stated that the items presented were reviewed by the Fiscal Committee and the recommendation is that they stay in the budget for the reasons listed on the presentation slides. Discussion followed about: some contracts having state mandates or federal funding; priority changes that could occur with a new administration; the accountability process for non-profit entities; contractual stipulations regarding renewals or cancelations; and the City Council’s budgetary responsibilities and guidelines. Erpenbach expressed appreciation to Bixler for his assistance with this project. Kiley expressed appreciation to the Fiscal Committee for their commitment to take on this contract review project. 5.
