MINUTES Tuesday, January 16, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly Members Absent: Mike T. Huether 1. Call To Order City Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. Urbanized Development Commission (UDC) A. Meeting of Thursday, January 11, 2018 Councilor Rex Rolfing provided a meeting report. He said, members were appointed to the Technical Advisory Committee (TAC) and Citizens Advisory Committee (CAC); Safety Performance Measures were approved; there was a change made to the Transportation Improvement Program (TIP); information was provided on the City of Sioux Falls Bicycle & Pedestrian Connections Plan and the ADA Transition Plan. 3. City Council Open Discussion Councilor Pat Starr spoke about community centers and libraries being closed on the Martin Luther King Jr. Holiday, while the public schools were open. He said this has an impact on the City's most vulnerable families who utilize these facilities. Starr said those places should be open when people are off work and need them. He would like a policy to allow this and will look at the budget for funds. 4. Presentations A. Plumbing - Let's Get Acquainted by Mark Polly, Chief Plumbing Inspector Mark Polly, Chief Plumbing Inspector, led the PowerPoint presentation. He introduced the Plumbing team; spoke briefly about the past and future of plumbing; mentioned the types of inspections they do; and spoke about the number of inspections conducted in 2016 and through October 2017.  Discussion followed regarding: staffing; permit needed for homeowners to do plumbing; inspection fees. Mark Cotter, Director of Public Works, gave a brief update on backflow preventers. Meetings are being held regarding the preventers, but it will still be several months before there is something to present to the Council. B. East River Veterans Cemetery by Terry Paulson, Paralyzed Veterans of America North Central Chapter Terry Paulson, President of the South Dakota Veterans Council, led a PowerPoint presentation regarding the need for a State Veterans Cemetery. He spoke about the makeup of the SDV Council and introduced Ken Teunissen, Vice Chair, and Rick Williamson, who were in the audience. Paulson then spoke about the following PowerPoint slides: Determine the Need; National Cemetery Administration Priority List; Once Approved and on Priority List; Economic Impact; State Veterans Cemetery Grants Program Facts; and Burial Benefits. Discussion followed regarding: the next steps; the possibility of land in the Slip Up Creek area; submitting a resolution to the City Council in February; how long this project has been going on and some of the road blocks; the difference between a National and a State Veterans cemetery; the design concept; and the possibility of Minnesota getting a third Veterans cemetery. C. Denny Sanford PREMIER Center Building Enclosure Report by Peter M. Babaian, Simpson Gumpertz & Heger; Mark Cotter, Director of Public Works; and Scott Rust, Purchasing Manager Cotter spoke about what the consultants were asked to check, the conclusion of the report, gave a brief explanation on how the firm was chosen, and then introduced Peter M. Babaian. Babaian spoke about the following PowerPoint slides: Introduction to Simpson Gumpertz & Heger; Exterior Wall Systems Basics; and the Denny Sanford Premier Center Assessment to include: Scope of Work, Metal Panel Wall System, Water Management, Field Observations, Analysis, Conclusions and Recommendations. Discussion followed on: What water does behind the metal panel; How well the Tyvek is performing; Timing of the report; Destructive visual assessment; warranty; the life expectancy of Tyvek; butyl residue; historic leakage; pre-curved panels; the life expectancy of panels; access to the draft Judd Allen report; consideration of using a camera to look behind the panels; life expectancy for curved or pre-curved panels; the draft report given to the City; the RFP; panel installation (horizontal or vertical); baselines for future maintenance and inspections; methodology for completing the recommendations; thermo expansion; respecting the SGH report; legal fees; and the need for outside counsel  in regard to seeking draft reports. 5. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor. (SDCL 1-25-2(1)) A motion was made by Rex Rolfing and seconded by Christine M. Erickson to enter into Executive Session at 6:04 p.m. for the purposes of discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor. Council Chair Rick Kiley called for a voice vote. All members voted yes. Motion Passed. A motion made by Christine M. Erickson and seconded by Greg Neitzert to exit Executive Session at 6:26 p.m. Council Chair Rick Kiley called for a voice vote. All members voted yes. Motion Passed. 6.
