1. Call To Order
Council Vice Chair Christine M. Erickson called the meeting to order at 4 p.m.
2. City Council Open Discussion
Erickson noted the Sioux Falls School District and Police Department are teaming
together to address distracted driving; the former City Council had a distracted
driving educational component added to the Police Department budget and it's exciting to
see it is being continued.
Erickson also stated that she and Council Member Marshall Selberg intend on presenting
a proposed ordinance to the council in late February which would require the
Administration to present management contracts for city facilities and properties at an
Informational Meeting at least seven days prior to consideration for adoption at a City
Council Meeting.
Council Member Rex Rolfing explained that Senate Bill 91, (An Act to authorize the
Department of Veterans Affairs to provide for the design, construction, and equipping of
a state veterans cemetery in Sioux Falls, to make an appropriation therefor, and to
declare an emergency) was read in the State Senate last week. It has strong backing from
State legislators.
Rolfing also noted that he stopped by Prairie Green Golf Course this past Saturday and
spoke with new management personnel. All previous staff except Mr. Tom Jansa, by his
choice, have been re-hired and Landscapes Unlimited purchased the equipment.
3. Presentations
A. Major Wastewater Project Update by Mark Cotter, Director of Public Works; and
Trent Lubbers, Utility Operations Administrator
Presentation: Approximately 15 minutes followed by discussion
Cotter described the wastewater system in general. He noted that the projects
(outfall sewer line, parallel force main, foundation park, and master planning) are
funded using low-interest loans. He explained why the new outfall sewer line is
needed and components of the project. He then described the parallel force main
and components of the project. Foundation Park includes a pump station project
and an outfall sewer main. The Comprehensive Wastewater Master Plan provides
a logical long-range plan for the wastewater system to scope the next investments.
Discussion followed about: wastewater routing, the definition of "outfall," service
to Foundation Park, cost and funding of the outfall sewer line, cost and funding of
the parallel force main project, the Sweetman land purchase, the number of lift
stations in the city, and the need for lift stations.
4. Adjournment
Council Vice Chair Christine M. Erickson adjourned the meeting at 4:33 p.m.
