MINUTES Tuesday, February 20, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson (arr. at 4:03 p.m.), Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr Members Absent: Theresa Stehly and Mike T. Huether 1. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. Staff Report A. Tom Greco, City Clerk Greco provided an update on the upcoming Election. He spoke about: nominating petitions being due on Friday, drawing for ballot order on Tuesday, putting together the ballot, ordering ballots, and Absentee voting beginning on March 26th. Discussion followed regarding requesting and mailing of absentee ballots. B. Jim David, Operations Manager David presented a PowerPoint presentation on the Legislative session. He spoke about: the last days to move bills; Senate Bill 58, Tax Increment Financing; Senate Bill 84, Settlement Disclosure; Senate Bill 91, Veteran's Cemetery; Senate Bill 98, 911 Surcharge; and the final Legislative Coffee being held on Saturday. Discussion followed. 3. Fiscal Committee A. Meeting of Tuesday, February 20, 2018 Committee Chair Michelle Erpenbach said the goal of last week's Fiscal Committee meeting was to complete a comprehensive look at the non-profit organizations that the City has a contract or agreement with. Also, to figure out what those services are, if those services belong within City government, and if it is something that the City should be a part of. She said they received great reports and the committee voted to affirm the 2018 Budget, the way that it is, with those non-profits. 4. City Council Open Discussion Kiley spoke about attending the Pheasant Fest dinner with Councilor Christine M. Erickson and their spouses. He commented on the overwhelming attendance of the 2018 National Pheasant Fest and Quail Classic. 5. Presentations A. Discuss direction to be given to the Finance Director regarding the use of available cash on hand to be used toward refunding the 2007B Sales Tax Revenue Bonds Discussion was held in regard to what to do with the $3.3 million surplus. Suggestions included: rebate checks for citizens, hold onto the money and use it towards prioritized projects, use all the money to buy down the debt, apply it towards street and lighting projects, retain $1 million in reserves and use the rest to pay down debt, spend $1.5 million on paying down debt and use the rest towards projects or place it in reserves, or place all the money in reserves. B. 7th and Weber Property Redevelopment Presentation by Don Kearney, Director of Parks and Recreation Kearney mentioned the people involved in this project. He then presented a PowerPoint presentation regarding the 600 E. 7th St. Development Agreement, which featured: Project Goals, Project Milestones, Proposal Details, Key Terms and Conditions, Bedrock Development, LLC, and the Approval Process Next Steps. Discussion followed regarding: the facade, eligibility for a facade easement, signage, seeking a National Historic Register designation, housing of building archives, potential events, and why do a Request for Proposals (RFP). C. Sioux Falls Fire Rescue Looks at Innovative Support of Specialty Incident Events by Brad Goodroad, Fire Chief Goodroad presented a PowerPoint presentation covering: What response resource is being explored?; What are specialty incident responses?; Why would we want to add this response capability to the duties of Sioux Falls Fire Rescue?; and How will this impact Sioux Falls Fire Rescue and what are our next steps? He said this is a concept plan and that there would still be work to be done before it could be implemented. Discussion followed regarding: training, ambulance service and transport, how this plan is different from the services currently being provided, fire department being used as an ambulance service, timeline for implementation, costs involved, collaboration with Firefighter's Association, and the number of people to be designated as the Advanced Life Support (ALS) responders.  D. 2018 SculptureWalk Program by Jim Clark, SculptureWalk Director Russ Sorenson, Urban Planner, introduced Jim Clark, the Executive Director of SculptureWalk. He also mentioned that this is the 15th year of the event and that there have been more than 700 sculptures in the downtown area. Clark provided a brief history of SculptureWalk and then presented a PowerPoint presentation featuring the 57 sculptures for the 2018 SculptureWalk. 6.
