MINUTES Tuesday, February 27, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr (arr. at 4:04 p.m.), Theresa Stehly Members Absent: Rex Rolfing and Mike T. Huether 1. Call To Order City Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. Staff Report A. Jim David, Operations Manager David presented a 2018 Legislative Session Update. He spoke about: the remaining Legislative calendar; Senate Bill 58-Tax Increment Financing (TIF); SB 84-Settlement Disclosure; SB 98-911 Surcharge; and SB 91-State Veteran's Cemetery. 3. City Council Open Discussion Council Vice Chair Christine M. Erickson provided a Legislative update regarding alcohol-infused cupcakes. Council Member Theresa Stehly thanked citizen Mark Weber for his monthly sales tax evaluations; and announced the death of Fr. Al Krzyzopolski, with the Catholic Diocese. 4. Presentations A. Audit Report 17-05: Maintenance of Administrative Instructions by Abby Vandelanotte, Internal Auditor; and Kimberly Schroeder, Internal Audit Manager Vandelanotte began the audit presentation and spoke about: the introduction, background, objectives, scope and methodology, results, recommendations, opportunities for improvement, and the conclusion, regarding Executive Orders and policies and procedures. Schroeder commented on audit Objective 2, which identified "areas where written policies and procedures are not in place, but deemed necessary according to leading practices." She spoke about leading practices for Governmental Policies and Procedures and opportunities for improvement. Discussion followed regarding: the internal Fraud Hotline, Executive Orders, Policies and Procedures, and follow up of the audit recommendations. B. Audit Report 17-07: Waiver of Fees and Fines by Ashley VanDeBerg, Internal Auditor VanDeBerg presented the audit report and spoke about: the purpose, background, explained that there were no recommendations, and results. Discussion followed regarding: accumulation of department revenue in fees and fines; and rental and management agreements. C. 2017 Year-end Financial Report by Tracy Turbak, Director of Finance Turbak presented a PowerPoint presentation regarding the 2017 Financial Results. He spoke about: the Economic Snapshot, which covered: the Sioux Falls MSA Unemployment, Building Permit Valuations, Sales Tax Collections w/out Audits, and Entertainment Tax Collections w/out Audits, Cumulative 12 Month Rolling Growth Rate; the 2017 Financial Results covered: General Fund Actual Results History, 2017 General Fund Budget to Actuals, 2017 General Fund Revenues, 2017 General Fund Expenditures, 2017 General Fund Available Fund Balance, General Fund Available Fund Balance, and General Fund Overview; the Capital Program covered: 2017 Major Capital Investments; the Enterprise Activities covered: 2017 Enterprise Funds Overview; and the Outstanding Debt covered: Outstanding Debt, Total Outstanding Debt, and Outlook for the Future. Discussion followed regarding: the Total Outstanding Debt; property taxes; entertainment taxes; the General Fund Reserve Balance; the Parks Department budget; wages and benefits; Enterprise Funds; Event Center bond payment; and payments for new Administration building. D. Great Bear Management Agreement by Kelby Mieras, Park Operations Manager Mieras gave a PowerPoint presentation, which focused on: the Management Agreement for Great Bear Recreation Park; the History of Great Bear Recreation Park; Great Bear Recreation, Inc. Responsibilities; Great Bear Recreation, Inc. Past Performance; City Responsibilities; and Other Important Items. Discussion followed regarding: the resolution being on next week's City Council meeting; Request for Proposal; and appreciation for receiving the management agreement early. 5.
