MINUTES Wednesday, April 11, 2018 Informational City Council 4 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Christine M. Erickson, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Michelle Erpenbach and Mike T. Huether 1. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Theresa Stehly complimented Tom Greco, City Clerk; City Clerk Staff; County Staff, City Election Superintendents and Deputies for all of their hard work on the April 10, 2018, election. Council Member Marshall Selberg congratulated all of the candidates for their hard work and courage in becoming involved in the election. Kiley also congratulated the winners and the participants in the election for their hard work and dedication during the election. 3. Presentations A. 2017 Code Enforcement Annual Report by Matt Tobias, Code Enforcement Manager Presentation: Approximately 20 minutes followed by discussion Matt Tobias, Code Enforcement Manager, introduced the staff of the code enforcement teams. Tobias reviewed the following PowerPoint Slides: Code Enforcement Division Mission Statement; Coordination Efforts; Code Enforcement Website; Rental Registration Program; Public Education and Outreach; A Quality Neighborhood Starts With You; Proactive Neighborhood Interaction; Map of All Saints Neighborhood; Neighborhood Outreach; Neighborhood Cleanup and Beautification; 10th/Western Neighborhood Clean-Up and Garfield Neighborhood Clean-Up; Photographs; Parking Strip Ordinance; National Night Out; review of Court Ordered Clean-Up photos; City Programs; Rental Rehabilitation Program  and Map; Building Demolitions/Notice to Vacate; Abandoned and Substandard Manufactured Homes Pilot Program; Departmental Code Enforcement Statistics; Primary Goals for 2018; and a Thank You Note. Discussion followed about: penalties and the amounts uncollected; collections for cleaning out homes, property owner amounts owed; the process followed for code enforcement complaints and tickets; the appellate process; how an item is turned into an assessment; total associations in the Neighborhood Watch; the National Night Watch Out organization; the amount of money provided through grants; external home appearances being deceptive about what the house looks like inside; dumpster regulations on park properties; the frequency of reporting issues; and the impact on the person doing the reporting. B. 2018 Election Update by Tom Greco, City Clerk Presentation: Approximately 10 minutes followed by discussion City Clerk Tom Greco provided the following updates regarding the Runoff Election: The Runoff Election will be held on Tuesday, May 1, 2018, from 7 a.m. to 7 p.m. at all of the same precinct locations for the following two races: Mayoral and Central District. The ballot order was determined this morning and is as follows: Mayor: Paul TenHaken and Joleen Loetscher; Central District: Zach DeBoer and Curt Soehl. The voter registration deadline is April 16, 2018; and Absentee voting begins on Tuesday, April 24, 2018 at the Minnehaha County Auditor's Office at 415 N. Dakota Avenue. There will not be absentee voting for the city election on the Saturday before the election due to absentee voting timeline overlap with the June primary election. The results of the April 10, 2018, election will be canvassed at the City Council Meeting on Tuesday, April 17, 2018. Greco stated the process overall went well including the over 500 telephone calls received in the City Clerk's Office; the same or more number of calls received by the Counties; the use of voter postcards, utility inserts and redistricting cards; notifications placed regarding road construction by precincts; the combined teamwork of the street and police departments for using signage and guiding traffic at the counting center; and the, as usual, outstanding assistance provided by the Boy Scouts and their parents in providing assistance to the election board members when they arrived at the Counting Center. Discussion followed about: the process for recording names on the voter poll lists; the signage used around Precinct 1-17 which had some road construction on Election Day; the deadlines for Voter Registration and absentee voting; the  process for redirecting voters who go to the precinct when they are registered in another precinct; voter turnout percentage; demographic information is not available at this time; and requesting voter history. 4.
